Description
The System Engineer performs a variety of systems engineering tasks, applying a comprehensive knowledge of concepts, processes, practices, and procedures on technical assignments. Provides analysis related to the design development, and integration of cloud, hardware, software, machine interfaces and all system level requirements to provide an integrated IT solution. This position may serve as the technical lead for up to 10 other team members or more.
Specific duties may include:
- Collaborate with the Communications Subject Matter Experts (SMEs), Spectrum Managers, and all other stakeholders to ensure that all NASA requirements are met.
- Conduct RF interference testing and monitoring as necessary to ensure that changes to the RF environment do not adversely affect other operations. Provide heightened operational and technical field support during NASA-defined mission critical periods. Heightened support could include dedicated support, reduced response times, etc.
- The contractor shall provide Cellular services required to meet customer requirements. The contractor shall provide support for managing vendor relationships and system implementations, and provide on-going operations and maintenance oversight, for 3rd party Cellular Repeater services within NASA facilities. These services include maintenance of existing capabilities, as well as the development or acquisition, and implementation of enhancements.
- Coordinate with customers to determine requirements and desired solutions. Support procurement activities such as creating statements of work and evaluation of vendor quotes and proposals. Be cognizant of overall technical, logistical and schedule aspects for each implementation project
- Work in conjunction with local Center facilities and building management personal to determine antenna and equipment locations, installation parameters, cable paths, etc. and obtain necessary authorizations.
- Submit and monitor status of service requests via responsible organization for provision of cable plant, power, building modification, or other requirements necessary to support vendor implementations.
- Provide installation coordination, scheduling, and oversight including vendor escort and required.
- Provide general on-going oversight and point of escalation for 3rd party Cellular repeater service requirements and maintenance.
- Provide distributed antenna system (DAS) analysis for proposed development, acquisition, and implementation of enhancements.
- Coordinate with applicable Cellular services provider for new Cellular services and DAS equipment requirements for the procurement of existing or modified equipment.
- Provide Engineering/Redesign services and survey functions that relate to expansion, modification or deactivations of the existing DAS system.
- Implement Cellular service requests and perform trouble ticket resolution. Provide technical support during normal business hours, once incident reported.
- Dispatch and respond to incidents, once determination of fault requires on-site repair. Work directly with the Wireless Service providers to coordinate service restoration.
- Perform visual inspections of the infrastructure and DAS equipment when required.
- Perform Software Upgrades
- All DAS related equipment will be eligible for software or firmware updates from the equipment manufacturer. - Maintenance Reports - provide a summary report of any data collected as a result of the Network Analysis or Network Testing options.
- Perform testing throughout the buildings to ensure adequate signal levels are available to users, and the signal level exceeded the minimum signal strength. Perform inspection of the equipment physically as well as the internal configurations of the repeater, such as frequency settings, rooftop antennas, and the repeaters.
VoIP/Telephone Services:
- The Contractor shall operate, maintain, update and perform sustained engineering for existing VoIP/PBX infrastructure and services.
- Provide analog telephone end instrument where VoIP services are not available.
- Utilize where possible the Institute of Electrical and Electronic Engineers (IEEE) standard Power over Ethernet (PoE) to support VoIP telephones.
- Install, operate, and maintain UPS equipment on all major components of the telephone infrastructure to allow for battery backup in the event of facility power outages as required.
- Provide check-in/check-out notification via email by the technician to NASA personnel as designated by the center during normal working hours and during on-call when working in an on-call state.
- Ensure the Center specific Voice Property and Responsibilities document is updated with latest change revisions
- At designated Centers operator services shall be available 6:00 a.m. to 6:00 p.m. Monday
- Friday, excluding Federal holidays. - Provide Telephone Call Detail Reports in accordance with NASA documentation requirements. Response due within 24 business hours of request unless otherwise specified.
