Professional level accounting work serving in the role of a divisional contracts/budget officer. This role may involve supervision of lower-level accounting technical or office management support personnel.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for organizational and management of all financial and back-up for budgetary operations of a large agency division. This includes general accounting with capital expenditures, accounts receivable, accounts payable, financial statements, and all accounting records, journals, and ledgers for financial reporting requirements. Ensure compliance with all laws, fiscal policies, and procedures mandated by the courts or county, state or federal requirements.

Aides in development and establishment of policies and procedures which govern all financial transactions to ensure fiscal accountability, internal control and maximize revenue collections. Help coordinate all necessary internal and external audits of accounts. Serves as back-up to Business Manager to prepare and administer the divisional budget, monitors expenditures and revenues, and maintains county and state budget alignment through revisions, transfers, and journal entries.

Evaluates existing divisional financial policies and procedures and initiates changes or recommends changes to long range fiscal planning. Prepares or supervises preparation of cyclical or special reports of fiscal operations. Analyzes, interprets, and reports statistical and other data regarding agency operations. Interprets, explains, and applies to a variety of complex local, state, or federal standards and requirements that may be unclear or appear to be in conflict between various regulatory requirements.

Work is performed under the general supervision of an agency division director or an agency business manager. Work is reviewed for conformance to agency goals through conferences, reports, and records.

Examples of Duties DUTIES AND RESPONSIBILTIES

Essential duties and responsibilities include, but are not limited to:

  • Responsible for contract management and monitoring of provider contracts and memorandums of understanding
  • Responsible for In-Home Aide Invoicing & monthly payments to vendors
  • Serve as back-up to divisional budget officer or manager
  • Supervise staff and manage all financial operations of the division
  • Develop and implement unit policies and procedures mandated by county, state, or federal agencies
  • Prepare, monitor, and maintain divisional or unit budget
  • Conduct long and short-range fiscal planning
  • Report on divisional financial status to upper level management
  • Provide on-going fiscal training to subordinate accounting and office management support staff
  • Establish and maintain fiscal internal controls
  • Coordinate complex high volume billing operations for units or division
  • Prepare or supervise preparation of a variety of complex divisional or state required financial reports
  • Supervise preparation of all on-going financial and accounting records, journals, ledgers, and reports
  • Participate in strategic planning at a divisional management team level for financial, accounting, billing, and computer functions
  • Operate a personal computer CRT terminal, calculator in the performance of assigned duties
  • Participate in the establishment, change, or elimination of fees for service
  • Interview, select, train, and evaluate staff under their supervision
  • Plan, organize, and review the work of lower-level accounting technicians or office management support personnel.
  • Interprets and explains applicable county, state, and federal policies and procedures to departmental staff and administrators.
  • Provides direction and guidance to departmental staff regarding appropriate accounting and reporting requirements.
RECRUITMENT STANDARDS - Knowledge, Skills, And Abilities
  • Thorough knowledge of the application of established bookkeeping and accounting principles and techniques to standard and specialized accounting transactions.
  • Considerable knowledge of governmental budgeting practices and procedures.
  • Considerable knowledge of governmental contract policies, practices, and procedures.
  • Considerable knowledge of the application of internal controls methodology.
  • Ability to interpret, analyze, and apply complex county, state, and federal fiscal laws and regulations.
  • Knowledge of computer applications for fiscal operations.
  • Ability to plan, organize, and prioritize tasks and workload.
  • Ability to supervise and train subordinate accounting technical and office management support staff.
