Position: Engineering Specialist II - Division 13 - Weaverville Construction

Overview

Position Title:

Engineering Specialist II (S). This role is located in the Weaverville Resident Engineer's Office and supports engineers in the day‑to‑day administration of highway and bridge construction contracts. The position may serve as lead project inspector on large, complex highway construction projects or oversee multiple less complex projects.

Responsibilities
  • Monitor contractor's daily operations to ensure all work and materials conform to specifications and contractual provisions.
  • Supervise and train lower‑level technicians, including Department employees and Construction Engineering & Inspection (CEI) staff, ensuring adequate inspection personnel for all phases of work.
  • Perform and/or review test reports, including work completed by other technicians, to confirm accurate material sampling, testing, and documentation.
  • Resolve constructability issues, ensure compliance with traffic control requirements, and verify phasing aligns with plans and standard drawings.
  • Ensure compliance with the NC Sedimentation and Pollution Control Act and secure necessary permits for work in protected areas.
  • Oversee utility relocations by contract or to ensure compliance with plans and specifications.
  • Monitor contractor operations for adherence to all contractual requirements.
  • Assist with preparing monthly/final pay estimates and reviewing supplemental agreements and claims.
  • Communicate and coordinate work with contractors, subcontractors, utility owners, and property owners.
Additional Expectations
  • Read, interpret, and explain construction plans, contract provisions, staking, specifications, inspection procedures, environmental permits, and drawings.
  • Communicate effectively, establishing and maintaining working relationships orally and in writing with subordinates, contractor personnel, Department personnel, other agencies, and the public.
  • Work in high‑traffic volumes and near heavy construction equipment.
  • Withstand extreme weather and terrain conditions while performing duties.
  • Perform medium physical activity, including walking, climbing, balancing, kneeling, and standing for long periods.
  • Work nights and weekends as required.
  • Use office equipment such as calculators, personal computers, and complete paperwork electronically using Department‑assigned iPad.
  • Wear steel‑toed safety shoes.
  • Possess thorough knowledge of materials, methods, and equipment used in highway construction.
  • Possess experience in inspection or administration of phased construction under heavy traffic volumes.
  • Possess experience in inspection or administration of construction projects with complex environmental permitting.
Management Preferences
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
  • Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.
  • Experience applying engineering concepts to solve complex problems.
  • Experience analyzing and interpreting highway construction plans.
  • Experience working in a team environment to complete assignments.
Salary

Grade: NC14 – $52,592.00 – $92,036.00.

Minimum Education and Experience

Associate’s degree in an applicable area of Engineering Technology or Survey Technology from an appropriately accredited institution and seven (7) years of progressive technician experience; or an equivalent combination of education and experience.
