The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
** Description of Work

* The Senior Accountant (Accountant IV) plays a key role in the Accounting Controls & Reporting section, serving as a subject matter expert in financial reporting, account analysis, and internal controls. This position facilitates the preparation of the Annual Comprehensive Financial Report (ACFR), the Schedule of Expenditures of Federal Awards (SEFA), and stand alone financial statements, while ensuring compliance with GAAP, GASB standards, and state/federal requirements.
The role also supports agency-wide internal control efforts through the EAGLE program and provides critical reconciliation and audit support. With responsibility for complex financial analysis, risk assessments, and process documentation, this position is central to maintaining the fiscal integrity of the Department of Public Instruction and may serve in a leadership capacity when the ACR Manager is unavailable. Ideal candidates bring deep experience in governmental accounting, strong analytical skills, and familiarity with North Carolina’s financial systems.
Job Responsibilities:
Account analysis to ensure compliance with generally accepted accounting principles (GAAP), state and federal laws, accounting policies, authoritative chart of accounts, and the requirements of the Office of the State Controller for financial reporting.
Assisting with interpretation and application of existing Governmental Accounting Standards Board (GASB) standards as well as the implementation of new standards.
General ledger, subsidiary ledger, bank, and inter-agency transfer reconciliations.
Fixed asset accounting and inventory processes.
Primary preparation of the Annual Comprehensive Financial Report (ACFR) Reporting Package submitted to the Office of the State Controller and stand-alone financial statements submitted to the Office of the State Auditor.
Primary preparation of annual risk assessments, performance metrics, narratives, and walkthroughs for the statewide EAGLE internal control program.

*** Thorough knowledge of auditing processes and procedures including financial and compliance risk
· assessments, internal controls, process narratives and walkthroughs.
* Experience preparing Annual Comprehensive Financial Reports (ACFR)
* Thorough knowledge of, and experience applying, Generally Accepted Accounting Principles (GAAP), governmental accounting practices, and internal controls.
* Experience in analyzing data.
* Experience in written communication such as Standard Operating Processes (SOP) and/or, reports, and/or manuals.
* Experience in an accounting position in North Carolina State Government.
* Experience with the North Carolina Financial System (NCFS).
