The SMRS Operations Manager provides operational leadership and day‑to‑day management oversight for the Healthcare Preparedness Program (HPP) and the State Medical Response System (SMRS). This position serves as the primary operational lead supporting the HPP Program Manager and is responsible for coordinating, implementing, and overseeing statewide medical response capabilities, partnership engagement, logistical assets, and healthcare preparedness initiatives.
This role ensures operational readiness of SMRS capabilities and supports activations within the State Emergency Operations Center (SEOC) and field deployments with State Medical Response Teams as directed.
This position is expected to have a moderate amount of travel within the state and out of state throughout the year.

Recruitment Range: $63,927 - $101,871
- Ability to lead and coordinate statewide emergency preparedness and response operations.
- Skilled in developing and implementing operational policies, protocols, and procedures.
- Experience managing logistical assets and maintaining deployable response readiness.
- Ability to operate effectively within Integrated Command Systems (ICS) and SEOC activation environments.
- Skilled in building and sustaining partnerships with healthcare and emergency response stakeholders.
This position is 100% federally funded.

Division OverviewThe Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

Minimum Education And Experience- Bachelor’s degree in business administration, public health administration, or a health related field from an appropriately accredited institution and four years of experience in Emergency Medical Services; or
- High school or General Education Development (GED) diploma and eight years of experience which must be in direct provision of Emergency Medical Services; or
- An equivalent combination of education and experience.
