About UsThe NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community.
Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters!
The Employee Relations (ER) Consultant III will serve by supporting employees and management across DAC divisions and facilities in the central region of North Carolina. This includes the Second Judicial Division within the DAC Community Supervision Division and the central region of the DAC Institutions Division. The role is based in Raleigh, NC, and requires regular travel throughout the central region, with occasional statewide travel.
Key responsibilities include, but are not limited to:
- Provide consultation to employees, supervisors, and management on complex and sensitive employee relations matters.
- Interpret and communicate HR policies and procedures related to:
- Disciplinary actions
- Grievances and complaints
- Separation due to unavailability
- Voluntary resignation without notice
- Investigatory leave with pay
- Drug/alcohol testing (reasonable suspicion)
- Fitness-for-duty and critical job function assessments
- Employee Assistance Program referrals
- Collaborate with other sections on processes such as:
- Reduction-In-Force
- Reasonable accommodation
- Workplace investigations
- Criminal Justice Certification
- Evaluate and analyze employee relations issues; make defensible decisions in compliance with state policies.
- Guide management on progressive discipline, coaching, counseling, and corrective action.
- Review and edit adverse disciplinary action letters for consistency and compliance.
- Conduct confidential workplace investigations.
- Serve as stand-by consultant for internal mediations (Step 1 of the grievance process).
- Respond to inquiries related to hiring practices, management concerns, working conditions, and other HR-related issues.

Salary Grade Range: $63,927.00 - $

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
- Demonstrated knowledge and experience interpreting, applying, and communicating State and federal HR-related policies, laws, rules, and regulations.
- Experience to advise employees and all levels of management on HR policies, procedures, complaints, grievances, disciplinary actions, availability for work, fitness-for-duty evaluations, and best HR practices.
- Skilled in performing fact-finding to identify deficiencies, recommend improvements, and achieve positive resolutions.
- Experienced in conducting investigations into allegations of workplace violence, misconduct, and general workplace conflict.
- Experience to manage sensitive situations with professionalism, ensuring compliance and fostering a safe, productive work environment.
