GENERAL STATEMENT OF DUTIES

The Deputy Director for General Services is a management-level position that assists in directing the day-to‑day operations of the General Services Maintenance, Life Safety, Fleet, and Building Operations functions. Work includes organizing, planning, coordinating, evaluating, and directing the work of professional, skilled and semi‑skilled technical staff and other support services employees, and ensuring all County‑owned facilities are maintained both structurally and mechanically to provide a safe and comfortable environment for visitors and employees.

This position is also responsible for operating County‑owned and leased parking lots per Guilford County’s Parking Policy, providing mail services for all County departments, and Fleet operations.

DISTINGUISHING FEATURES OF THIS CLASS

The employee will prepare, review, and analyze reports and present budgets; hire, plan, and supervise staff. Develop, implement, and evaluate short and long‑range goals and objectives based on assessment of building maintenance needs; develop and implement policies, procedures and performance standards. Maintain all county facilities and equipment to ensure they remain in optimal condition and that repairs are carried out promptly.

Supports contracted services (janitorial, landscape, trash, etc.), negotiates contracts, monitors standards, and ensures contractual compliance. Supervision and progress are checked through review of reports. Employee work also requires participation in personnel‑related functions, including but not limited to employment, professional development, mentoring, coaching, and disciplinary actions. Work involves coordination with the county budget and fiscal offices. Work is supervised by the Director and is reviewed through conferences, performance reports, review of repair records and budget reports, and by any internal audit.

Success will be measured by the effectiveness in executing the consolidated department’s work plan, while collaboratively engaging all levels of staff in the ongoing continuous quality improvement and strategic planning process.

DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include, but are not limited to:

  • Acts on behalf of the Director of General Services in his or her absence
  • Assists in the hiring, professional development, supervision, and evaluation of professional staff; provides coaching to staff; ensures compliance with all County policies and procedures.
  • Fosters and promotes a workplace culture based on professionalism, collaboration, respect, and accountability.
  • Ensures that the Department Director is kept fully informed on the condition of the maintenance services functions, and about any trends, events, or emerging issues of significance to the Department’s success.
  • Participates in developing the department’s strategic planning activities in concert with the budget process and provides support to the Director.
  • Manages projects and programs assigned by the Director.
  • Listens and speaks effectively in a variety of circumstances; encourages others to offer suggestions and ideas.
  • Ability to present to County Administration and Elected Officials in a concise, professional manner.
  • Ability to maintain composure in stressful and dynamic situations.
  • Provides direction for the collection of data, and assessment of policy options that facilitate decision‑making regarding facility and fleet performance; prepares information using a variety of data sources to assess maintenance issues and trends.
  • Shares information and ideas with others on time.
  • Collaborates on the implementation of capital projects.
  • Exercises sound judgment and take responsible actions as a county representative during contact with the public, elected and appointed officials, developers, contractors, and other County employees.
  • Coordinates with other divisions and concerning maintenance, property management and fleet issues.
  • Oversee the management of vehicle/fleet operations for Guilford County. This includes oversight of planning and forecasting vehicle needs and replacements, vehicles for use, vehicle availability, vehicle maintenance, repairs and recalls.
