The nurse in this position functions independently under state and agency guidelines and policies in specialty roles and generally without onsite supervision. Work is performed under the direction of a Nurse Services Supervisor or Nurse Services Manager.
Distinguishing FeaturesThe Nurse Specialist II has acquired all competencies of Nurse Specialist I and performs in a lead role on a regular basis in a clinical community setting. The Specialist II works closely with the Nurse Manager or Nurse Services Supervisor in reviewing clinical services and needs. Additional training in the area of specialty may be required. The Nurse Specialist II plans and implements services to meet the physical, mental, and social needs of the client.

Job Content OverviewThe Nurse Specialist provides public health nursing services to individuals, families, and population groups. Nursing actions are directed toward prevention, assessment, risk reduction, and improvement of health status. Activities include systematic analysis of health data, care plan development, health education and advocacy, coalition building, and collaboration with community partners. The Nurse Specialist works at individual, family, community, and system levels.
Duties and Responsibilities- Works in a specialty clinic or community health program requiring advanced training (e.g., Enhanced Role RN, School Health, Case Management, Home Visiting, Immunization Nurse, Non-Stress Testing Nurse, Tuberculosis Nurse, Communicable Disease Nurse, Centering Pregnancy Nurse).
- Serves as charge nurse in clinical setting.
- Triages clients to determine needs and priorities using independent judgment.
- Coordinates and ensures clinic flow; directs and evaluates the work of ancillary staff during clinical operations.
- Provides training to new staff members in developing and planning ongoing nursing health care programs in areas of specialization.
- Provides input into training needs of other RNs and ancillary staff.
- Provides input into evaluations of subordinates.
- Works closely with the Nurse Services Supervisor or Nurse Services Supervisor in reviewing clinical services and needs.
- Serves on community‑based committees and advisory boards.
- Attends in‑service education programs at the Public Health Department and workshops at other facilities to keep abreast of current knowledge.
- Utilizes RN skills to promote wellness in a fast‑paced clinic setting including Family Planning, STD, Primary Care, Maternal Health, and JustTEENS Clinics.
- Interprets physician findings and provides prescribed treatments and medications.
- Conducts follow‑up of communicable diseases in Guilford County.
- Administers immunizations for children and adults.
- Performs ongoing surveillance and monitoring of communicable diseases following CDC, North Carolina, and Guilford County guidelines/protocols.
- Attends meetings of agencies and organizations related to the public health program.
- Practices under approved medical standing orders and protocols.
- Administers treatments as ordered by physician.
- Practices autonomously in the community and in schools.
- Teaches groups and patients.
- Establishes clinic goals, policies, procedures, and guidelines with guidance from the Nursing Services Supervisor.
