Description of Work: Plans, organizes, and leads a program of hydrant flushing to ensure water quality; works with management on plans and staffing; leads a small crew working at varying hours including nights to flush hydrants. Exercises gate valves, greases thread and replaces caps to maintain hydrants; conducts hydrant flow tests and maintains records; paints and tags hydrants. Develops and implements a water valve exercising program;
works with management on plans and staffing; locates and verifies placement of all water valve; leads a small crew in exercising, repairing, and replacing valves. Takes and analyzes water samples for iron and chlorine residuals. Serves as ORC for the cross-connection control and backflow prevention program; meets with business owners to identify potential issues; maintains records and notifies customers when backflow devices are out of compliance and corrections needed;
tests county backflow assemblies and repairs or replaces as needed. Participates with other staff in general maintenance and repair to water lines, meters, valves, and hydrants; may serve as lead worker; completes work orders. Operates vehicles and heavy equipment as needed in maintenance and repair work including excavator, backhoe, front end loader and other equipment and tools. Completes work orders including investigating leaks and connecting and disconnecting service;
prepares and maintains a variety of records and compiles data and reports. Responds to citizens' questions or complaints. Performs other related work as required.
Knowledge, Skills, and Abilities: Considerable knowledge of the requirements of water quality including ability to test and determine corrective action such as flushing. Considerable knowledge of cross connection control and backflow prevention methods, strategies, and practices. Considerable knowledge of the tools, materials and equipment used in the installation, replacement, maintenance, and repair of utility lines. Considerable knowledge of a variety of maintenance and manual methods and tasks involved in the installation, maintenance, repair and replacement of utility lines and appurtenances.
Considerable knowledge of the safe use and operation and preventive maintenance of construction equipment. Knowledge of the application of information technology to utility system maintenance and related records and reports. Knowledge of water service policies and procedures. Skill in collaborative conflict resolution, teamwork, and customer service excellence. Skill in the operation of a light and medium size construction equipment. Skill in leading, mentoring and training coworkers.
Ability to establish and maintain effective working relationships with supervisors, co-workers, and the public. Ability to read utility line maps, as-builts, and operation and service manuals, to understand and follow oral and written instructions, and to prepare records of work activities. Ability to communicate effectively orally and in writing. Ability able to exercise tact and courtesy in frequent contact with customers, and to maintain control when dealing with sensitive issues.
Ability to prepare and maintain accurate records of work activities.
Minimum Requirements: Graduation from high school supplemented by technical training and experience in water distribution or treatment work; or any equivalent combination of education and experience. Possession of a valid North Carolina commercial driver’s license. Possession of level B Distribution Operator certification. Possession of Cross Connection Control and Backflow Prevention certifications Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, and grasping.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds of force frequently; and up to 20 pounds of force constantly to move objects. Must possess the visual acuity to read and record numbers, operate construction equipment, operate specialized technology, and visually inspect meter and dials.
