Transportation Specialist IV or V

Job Overview

Provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for the area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities.

Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled on the spot.

• Assists in overseeing complex design work among TxDOT entities, consultants, and contractors.
• Provides technical assistance in resolving construction problems related to contract administration.
• Coordinates and performs interim and final inspections to identify deficiencies.
• Monitors material testing requirements and results for compliance with specifications.
• Prepares and monitors contracts for inspections done by consultants.
• Responds to public concerns regarding construction and provides or recommends cost‑effective solutions.
• Reviews and oversees plan packages submitted by consultants.
• Reviews construction records, inspection reports, and records audits to ensure contractors build roadways, bridges, and related structures in accordance with plans and specifications.
• Reviews formal contract disputes and claims; recommends or develops timely solutions that comply with plans, specifications, and policy and serve as precedent for other projects.
• Performs other job responsibilities as assigned.

• Education:
  
  Bachelor’s Degree in a related discipline. Relevant experience may be substituted for education on a year‑per‑year basis.
• Experience:
  
  5 years of transportation design, construction, traffic operations, maintenance, or bridge inspection experience. Experience can be satisfied by full‑time or prorated part‑time equivalent. Related graduate‑level education may be substituted for experience on a year‑per‑year basis.
• Licenses and
  
  Certifications:
  
  Valid driver’s license. This position requires driving a state vehicle.

• Construction engineering policies and procedures.
