Organizational Overview

The Department of Parking and Transportation Services is an auxiliary service of East Carolina University. It is within the Division of Administration and Finance and reports to the Associate Vice Chancellor of Campus Safety and Auxiliary Services. The department is responsible for the registration and identification of all vehicles operated by staff, faculty, students and visitors who utilize University Parking facilities, the enforcement of the ECU Parking and Traffic Ordinance, and the collection of parking fines.

The department maintains all campus parking facilities, equipment and vehicles, which includes over 13,000 parking spaces and 200 individual and multiple spaces meters. It also coordinates and directs all parking and traffic associated with special events.

Job Duties
  • Enforce parking by interpreting regulations, issuing parking citations, directing traffic, and towing vehicles. The PCO monitors use of campus parking facilities and streets, enforces regulations in accordance with ECU Parking and Traffic Regulations, and may tow vehicles for violations.
  • Provide parking information and directions. The PCO offers factual and precise information regarding parking and traffic regulations, policies, special events, alternative parking options, citation appeals, vehicle registration fees, and building locations.
  • Assist with training and evaluation of new parking control officers. The PCO helps new hires with department orientation, telecommunications procedures, parking regulations, and public relations.
  • Work special event functions. The PCO is assigned special traffic and parking detail for campus events, including setting up traffic cones and signage.
  • Maintain enforcement equipment and uniforms. The PCO inventories and checks equipment such as radios, license plate recognition systems, handheld ticketing units, electric patrol vehicles, traffic control devices, parking meters, signs, and uniforms, and completes routine maintenance logs.
  • Maintain parking lots, garages, signage, and equipment. Includes painting of parking lots and roadways, supervision and coordination of maintenance projects, and repair of parking garages and pay‑by‑space machines.
  • The barricading of parking lots, roadways, and deployment of signage. Deploy signage as required by special events, maintenance, construction, and campus emergencies.
  • Impound illegally parked or abandoned bicycles on campus.
Minimum Education / Experience

High School diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Some positions may require a valid N.C. driver’s license.
