** Job Description*
* This position manages large to mega size complex projects. It is primarily engaged in management activities that establish the allocation and utilization of the department resources and personnel. This position is strategic in nature and responsible for achieving contractual obligations, client satisfaction, personnel safety and financial viability on multiple Global Fluor projects worldwide.
- Provide functional leadership and governance across multi-billion-dollar
** semiconductor
* * programs, coordinating EPCs, OEMs, and owner teams to deliver disciplined CQV processes, risk mitigation, and first-time-right performance aligned with fab ramp, yield, and reliability objectives.
- Lead end-to-end commissioning strategy and execution for large-scale
** semiconductor
* * manufacturing projects (fabs, expansions, and tool installs), ensuring safe startup, schedule adherence, and seamless turnover to operations for cleanroom, process utilities, and complex manufacturing systems.
- Participate in bid/no bid and proposal/estimate reviews, with specific focus on pre-commissioning, , commissioning, testing and hand-over execution issues, field staffing requirements, cost estimates, project schedules, and project risk issues
- Perform reviews of active Fluor projects to ensure that project performance is in accordance with plan
- As required, participate in, conduct client, supplier, partner, and/or subcontractor meetings to assist in strategies to win projects or resolving issues
- Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback

** Long Description*
* Commissioning Manager is responsible for planning, coordinating, and executing commissioning and system start-up activities for the base build of a semiconductor fabrication facility, ensuring all systems and equipment meet design specifications and operational requirements. This role works closely with scheduling from project inception to ensure construction sequencing is aligned with startup and commissioning sequencing. This role oversees development of commissioning sequences and schedules, start-up plans, manages testing and validation processes, and leads cross-functional teams to achieve readiness for startup.
Key responsibilities include scheduling and resource coordination, troubleshooting system issues, ensuring compliance with safety and quality standards, and driving timely handover to operations. Key expertise required includes strong leadership, technical knowledge of complex Fab systems, certifying clean rooms to operating standards, phased execution strategies (enabling portions of the cleanroom to come online ready for tool install while others are still under construction), system dependencies which affect startup, system turndown challenges during initial loads (and how to resolve / mitigate those), and experience with semiconductor industry standards.

* - Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders

- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
