Presiding Judge / City Administrator

Position Summary

Under general supervision, performs professional and technical duties required to administer the operations of a Texas Municipal Court of Record in compliance with state law, city ordinance, and judicial directives. Responsible for maintaining official court records, preparing dockets, processing cases, managing court software (FAST Court by Fundview), ensuring DPS and OCA reporting compliance, and supporting judicial proceedings. This position requires accuracy, confidentiality, statutory compliance knowledge, and professional courtroom demeanor.

Essential Duties & Responsibilities – Municipal Court of Record
  • Maintain official court records in accordance with Texas Code of Criminal Procedure and city ordinances.
  • Administer and maintain FAST Court (Fundview) case management system.
  • Prepare and manage court dockets for regular and special sessions.
  • Process citations, complaints, summons, subpoenas, warrants, and judgments.
  • Enter pleas, dispositions, and case actions into court software accurately and timely.
  • Prepare and transmit required reports to the Texas Department of Public Safety (DPS).
  • Prepare and submit monthly and annual reports to the Office of Court Administration (OCA).
  • Issue, recall, and manage warrants in compliance with court procedures.
  • Collect, receipt, post, and reconcile court fines, fees, and costs.
  • Maintain payment plans and monitor compliance status.
  • Coordinate with the Presiding Judge, prosecutor, law enforcement, and defense counsel as required.
  • Prepare and certify court records for appeals in accordance with court of record procedures.
  • Maintain records retention in compliance with the Texas State Library retention schedule.
  • Ensure confidentiality of protected court records and sensitive information.
  • Provide courteous and professional assistance to the public regarding court matters.
Secondary & Cross-Functional Duties
  • Serve as liaison and administrative support for the Planning & Zoning Commission, including agenda preparation and record keeping.
  • Serve as a coordinator for planning and development department as needed.
  • Provide backup support for utility billing operations as needed.
  • Provide backup support for permitting department as needed.
  • Provide front counter and phone coverage support as assigned.
Minimum Qualifications
  • High school diploma or equivalent required; associate degree preferred.
  • Experience in municipal court operations strongly preferred.
  • Working knowledge of Texas municipal court procedures.
  • Experience with FAST Court (Fundview) or similar court software preferred.
  • TMCEC Level I certification minimum, Level II preferred.
  • Strong organizational skills and attention to detail.
  • Ability to maintain strict confidentiality.
  • Bilingual (English/Spanish) preferred.
Knowledge, Skills & Abilities
  • Knowledge of Texas Code of Criminal Procedure as it applies to municipal courts of record.
  • Knowledge of OCA and DPS reporting requirements.
  • Ability to manage multiple statutory deadlines with little supervision.
  • Strong written and verbal communication skills.
  • Ability to work independently and maintain professional composure.
  • Must be able to make and keep courteous working relationships internally and externally.
Working Conditions

Work is performed primarily in an office and courtroom environment. Position requires extended periods of sitting, computer use, and interaction with the public. Occasional evening court sessions may be required.
