Contracts & Export Compliance Manager

is responsible for overseeing contract review, execution, and export compliance activities for Kaman Corporate, while supporting other Kaman businesses as needed. This role serves as the Empowered Official for export compliance and manages day-to-day export and trade compliance activities related to both customers and suppliers.

is a critical role in ensuring compliance with State, Federal, and International regulations
, supporting defense and aerospace programs, and managing contractual risk. The role also supports CMMC requirements and cybersecurity-related compliance efforts within the business.

Job Responsibilities

Manage and provide oversight/guidance, and identify actions or corrective actions on activities associated with:

  • Terms and Conditions, including modifications and amendments
  • Compliance with State, Federal, and International regulations
  • Import, Export, and trade compliance, including daily export-related activities for customers and suppliers
  • Miscellaneous other contracts and compliance topics
Additional responsibilities include
  • Responsible for identifying non-negotiable items prior to full contract review and providing recommendations to management for decision‑making.
  • If top non‑negotiable items are acceptable, identify concerns, liability, and risk management issues to present to management for approval.
  • Oversee the closeout of completed contracts with customers to ensure company interests are satisfied and final contract documents are consistent with negotiated agreements.
  • Evaluate contract performance to determine the necessity for amendments or extensions and ensure compliance with contractual obligations.
  • Maintain open and effective communication to ensure timely contract execution by all parties, both internal and external.
  • Maintain an overview of contract status and termination dates.
  • Create, implement, and manage the Export and Trade Compliance Manual, including organizational directives, practices, processes, and work instructions.
  • Prepare, submit, and maintain Commerce and State Department export license applications and agreements to support international programs and the export of product, technical data, and services, including use of SNAP-R, DECCS, and SIMA Licensing Systems.
  • Manage and support technical data transmittals, including understanding of STA authorizations, export clearances, and ECTI requirements.
  • Support import clearances, Foreign Visitor Requests, and compliance with ACE (Automated Commercial Environment) processes.
  • Review the Federal Register and identify and analyze proposed rule making notices and requirements that will impact the business.
  • Support Quality Management with internal product audit processes.
  • Support and help manage CMMC requirements, including the ability to lead or support a CMMC implementation project in a defense‑related environment.
  • All other tasks assigned by leader.
Requirement/Qualifications Education

BS degree in Business Management or similar required.

Experience
  • 5+ years in Contract Review in a manufacturing environment with experience using DECCS, SNAP-R, and SIMA Licensing Systems.
  • 3+ years of export contract and trade compliance experience, including licensing and technical data controls.
  • Experience with import/export compliance, STA, and Foreign Visitor Requests.
  • Aerospace industry experience preferred

  • Proficient computer skills with advanced MS office and MS access knowledge.
  • Attention to detail with strong analytical thinking.
  • Strong time management skills with ability to organize, and plan.
  • Ability to understand contracts and create clear documentation as required.
  • Strong problem solving and decision‑making skills driving results.
  • Ability to communicate (verbal, written and listening) with all levels in the organization and work collaboratively within a team.
  • Self‑starter with strong negotiation skills.
