Chief Technology Officer

A newly formed banking institution is seeking a Chief Technology Officer to build and lead the bank’s technology function from inception.

This executive will design the bank’s entire technology architecture, build the internal team, establish governance and cybersecurity frameworks, and ensure full regulatory compliance as the institution prepares to launch and scale.

The successful candidate must have a proven track record of senior technology leadership within a regulated banking environment. Experience working directly within a bank — not solely fintech or vendor-side — is required.

• Develop and execute the bank’s technology strategy aligned with business and regulatory objectives
• Design and implement the full technology stack, including core banking platform, digital banking, payments, cybersecurity, infrastructure, and data architecture
• Lead evaluation and selection of core processors, third-party vendors, and fintech partners
• Oversee implementation, integration, and scalability of all banking systems
• Support the charter application process and ongoing regulatory engagement
• Develop required technology documentation and governance frameworks for banking regulators
• Establish IT risk management, information security, and internal control structures
• Ensure compliance with FFIEC guidance, GLBA, BSA/AML technology requirements, and related regulatory standards
• Build the technology organization from the ground up
• Recruit and lead infrastructure, cybersecurity, engineering, and support team
• Implement IT policies, procedures, and vendor management programs
• Establish third-party risk oversight and technology governance committees
• Design enterprise cybersecurity framework and incident response protocols
• Implement business continuity and disaster recovery programs
• Oversee data protection, privacy, and resilience planning
• Present technology strategy and risk posture to executive leadership and the Board
• Drive full lifecycle system implementation from planning through go-live
• Ensure seamless integration across core banking, digital channels, lending, payments, and compliance systems
• Manage technology budget, capital planning, and vendor contracts

• 12+ years of progressive technology leadership experience within a regulated banking institution
• Demonstrated track record working directly inside a bank environment in a senior technology capacity
• Experience supporting a de novo bank, charter application, or major banking transformation strongly preferred
• Deep understanding of core banking systems and digital banking infrastructure
• Strong knowledge of banking regulatory expectations and examiner engagement
• Proven ability to build and scale high-performing technology teams
• Experience presenting to Boards and regulators
• Bachelor’s degree required; advanced degree preferred
