Engineering Project Manager oversees and manages the construction, repair, and maintenance of County infrastructure projects, including roads, bridges, drainage systems, and other Public Works projects. This position ensures construction activities are completed safely, efficiently, cost‑effectively, and in compliance with engineering plans, specifications, and regulatory requirements. The Engineering Construction Manager provides on‑site leadership, coordinates with the contractors and Roads & Bridges crews, and ensures that projects meet quality standards and timelines, under the direction of the Public Works Director.
ESSENTIALTASKS
- Directs and oversees day‑to‑day construction activities on County infrastructure projects, including roads, bridges, drainage systems, and related Public Works Projects
- Supervises contractors, inspectors, equipment operators on project sites, coordinating efforts to maintain safety, productivity, and quality
- Ensures all construction activities follow approved engineering plans, specifications, codes, regulatory standards; identifies deviations and takes correction action
- Manages and processes encroachment permits, including review of applications, coordination with applicants, and inspection of permitted work for compliance
- Identifies and resolves construction conflicts, utility conflicts, design discrepancies, and site challenges in a timely and cost‑effective manner
- Conducts on‑site inspections to verify that workmanship and materials meet County standards and project specifications
- Ensures all proper traffic control setups and traffic management plans are in place in road construction zones
- Monitors and tracks project budget and expenditures; reviews and recommends approval of contractor pay applications and change orders
- Participates in pre‑construction meetings, project coordination meetings, and post‑construction meetings
- Assists in developing project scopes, cost estimates, and schedules for upcoming infrastructure projects
- Performs other duties as assigned

- Each employee must also properly wear and maintain all personal protective equipment required for their job
- Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on‑the‑job injury or illnesses

PEOPLE INVOLVEMENTRequires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.
INVOLVEMENT WITH THINGSRequires leading, operating, or repairing complex machinery or equipment and tools that require extended training and experience with heavy construction machinery and equipment, surveying and inspection tools, traffic control devices, erosion and sediment control materials.
COGNITIVE REQUIREMENTS REASONING REQUIREMENTSRequires reasoning and problem solving; applying general construction principles and engineering guidelines, evaluating contractor work quality and compliance. Coordinates with FEMA on reimbursements for weather event–related projects.
MATHEMATICAL REQUIREMENTSRequires using basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates.
LANGUAGE REQUIREMENTSRequires reading and understanding of basic arithmetic including addition, subtraction, multiplication, and division for computing material quantities, areas, and volume; understanding measurement systems as applied to construction dimensions, material specifications, and tolerances; basic statistical and analytical skills for reviewing test data and comparing results against established standards and principles.
