Water Quality Technician - Beaufort County Water Department

Overview

Water Quality Technician — Beaufort County Water Department. Plans, organizes, and leads a program of hydrant flushing to ensure water quality; works with management on plans and staffing; leads a small crew working at varying hours including nights to flush hydrants.

• Operate and maintain hydrants, gate valves, and associated components; perform greasing, threading, and cap replacement to maintain hydrants.
• Conduct hydrant flow tests and maintain related records.
• Paint and tag hydrants; develop and implement a water valve exercising program; locate and verify placement of water valves; lead a small crew in exercising, repairing, and replacing valves.
• Take and analyze water samples for iron and chlorine residuals; assist with cross-connection control and backflow prevention program.
• Meet with business owners to identify potential issues; notify customers when backflow devices are out of compliance and corrections are needed; test backflow assemblies and perform repairs or replacements as required.
• Participate in general maintenance and repair of water lines, meters, valves, and hydrants; may serve as lead worker; complete work orders.
• Operate vehicles and heavy equipment (e.g., excavator, backhoe, front end loader) as needed for maintenance and repair work.
• Complete work orders, investigate leaks, and connect/disconnect service; prepare and maintain records and reports; respond to citizen questions or complaints.

• Knowledge of water quality requirements and testing for corrective actions such as flushing.
• Knowledge of cross-connection control and backflow prevention methods and practices.
• Knowledge of tools, materials, and equipment used in installation, maintenance, and repair of utility lines.
• Knowledge of maintenance methods for utility lines and appurtenances; safe use and preventive maintenance of construction equipment.
• Knowledge of information technology applications for utility system maintenance and records.
• Knowledge of water service policies and procedures.
• Skill in collaborative conflict resolution, teamwork, and customer service excellence.
• Skill in operating light to medium construction equipment; ability to lead, mentor, and train coworkers.
• Ability to establish and maintain effective working relationships with supervisors, coworkers, and the public.
• Ability to read utility line maps, as-builts, and operation manuals; follow oral and written instructions; prepare records of work activities.
• Ability to communicate effectively orally and in writing; maintain tact and courtesy when dealing with customers, and manage sensitive issues.
• Ability to prepare and maintain accurate records of work activities.

• Graduation from high school with technical training and experience in water distribution or treatment work, or an equivalent education and experience combination.
• Valid North Carolina commercial driver’s license.
• Possession of level B Distribution Operator certification.
• Possession of Cross Connection Control and Backflow Prevention certifications.
• Ability to perform physical tasks including stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, and grasping.
• Ability to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds frequently; and up to 20 pounds constantly.
• Visual acuity to read numbers, operate construction equipment, and inspect meters and dials.
