Safety And Training Program Analyst

Metro's Parks and Nature department manages 20,000 acres of protected land across greater Portland to safeguard clean water, restore habitat and help people connect with nature. The Safety and Training Program Analyst supports that mission by managing safety and training programs that strengthen the well-being and preparedness of all Parks and Nature staff. It's an opportunity to build meaningful programs that support mental health, trauma-informed practices and racial equity across a diverse workforce.

As the Safety and Training Program Analyst you will:

  • Develop, maintain and implement all occupational health and safety manuals, programs, policies, training and practices, ensuring they are current and meet the needs of the department.
  • Ensure workplace compliance with OSHA and other federal, state, local and industry-specific regulations, standards and guidelines.
  • Organize and ensure compliance of OSHA-mandated Parks and Nature Safety Committee.
  • Identify and administer support programs intended to cultivate a culture of safety, resilience and support for the mental health of staff.
  • Identify, coordinate and track all required trainings for Parks and Nature staff.
  • Liaise with Metro's Risk, Resilience and Readiness (R3) team, including but not limited to administering incident reporting, performing OSHA-required and assigned investigations, and maintaining emergency response plans.
  • Support emergency response as needed, including coordination with public safety agencies and Metro's Emergency Operations Center.
  • Plan and conduct safety and emergency-related training and exercise including drills, workshops, seminars and standard classroom training.
  • Manage Parks and Nature's trunked radio system agreements, repairs and system maintenance, equipment purchasing, inventory and training.

  • Ability to work weekends and holidays as needed to assist staff in identifying and implementing effective safety standards and procedures
  • Experience with emergency management related exercises.
  • Experience using the Incident Command System (ICS).

To qualify:

Minimum qualifications:

  • Bachelor's degree in occupational health and safety or any closely related field; AND
  • Five years of directly related and progressively responsible experience in the following:
  • Experience in occupational health and safety.
  • Experience in training, education and administrating safety program deliverables.
  • Experience with relevant federal, state and local laws, including OSHA regulations.
  • Experience and background with the National Incident Management System (NIMS) and Incident Command System (ICS) at various agency levels of application including, federal, state, local and non-profit emergency operations.
    • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

    Working conditions:

    Position may work in outdoor settings during inclement weather, emergency response and other adverse conditions.
