HR Policy & Process Analyst

Join the City of Gresham as an HR Policy & Process Analyst, a full-time, limited-term role in the Portland metro area supporting HR policy and process development, standard operating procedure improvement, and HR data reporting and dashboards.

We're looking for an analytical, detail-oriented HR professional who values a collaborative team, communicates clearly and persuasively, and can turn policy and data into clear, usable processes. Experience developing HR policies and procedures, improving standard operating procedures, and building HR data dashboards and reports is key to success in this role.

Position Description

What you'll do

  • Maintain HR documents and information that support clear communication of processes, policies, and procedures
  • Assist with developing and revising HR policies, procedures, and standard operating procedures
  • Analyze, interpret, and apply HR policies, laws, regulations, collective bargaining agreements, and employee rules and manuals
  • Build and support dashboards and reports that improve operational efficiency and effectiveness
  • Conduct research and analyze HR data across activities, KPIs, and special projects; gather and compile data from a variety of sources
  • Provide technical and analytical support to the HR team; prepare and present reports and correspondence
  • Collaborate across departments to coordinate efforts, resolve issues, and identify opportunities to improve transparency and efficiency
  • Represent HR on committees, task forces, and special projects as assigned
Qualifications

Minimum:

  • A Bachelor's degree in Human Resources or a related field.
  • One to four years of professional experience in human resources or a related analytical field, plus coursework or a degree in human resources, public administration, business, or a related field.
  • Or, any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Preferred:

  • Bachelor's degree in human resources, public administration, business, or a related field
  • Three to six years of related professional experience
  • Experience developing HR policy and process, improving standard operating procedures, and building HR data dashboards and reports
