Position Summary

Under the general supervision of the Director of Public Services, coordinates the planning and direction of the staff and operations associated with a broad range of public service functions through subordinate supervisors including streets and sidewalks, storm and sanitary sewers, water distribution, downtown and other city parking lots and meters, traffic signals and markings, parks and boulevards, forestry, building and facility maintenance including a marina and municipal pool, residential and commercial refuse collection.

ESSENTIAL JOB FUNCTIONS
  • Staff Management:
    Assists in the recruitment, training, supervision and evaluation of staff, through subordinate supervisors. Assists in developing and implementing effective strategies to recruit, motivate and retain qualified personnel. Assists Supervisor’s with the scheduling of staff, including year-round on-call schedules, makes assignments and monitors performance. Manages staff to properly motivate, maximize productivity, efficiency and effectiveness and promote a constructive work environment that supports top-quality customer service.

    Enforces departmental and city policies and ensures accountability of staff. Refers problem issues to immediate supervisors.
  • Safety Training:
    Assists in the development and implementation of a comprehensive safety training, awareness and education program. Enforces safety policies and practices.
  • Policy Development:
    Assists in the development of written policy related to all operations of the Public Services Department including the Fall Leaf Program, Snow Plowing Activities and other policies as needed.
  • Project Planning:
    Assists Supervisors thru regular staff meetings and individual consultation in coordinating, planning and scheduling work, assigning staff, and ensures proper materials, equipment and supplies are available to complete assigned work. Reviews weekly, monthly and annual functions to ensure work is schedule and completed accordingly. Rents equipment, purchases supplies and obtains materials according to established purchasing procedures.
  • Department Oversight & Administration:
    Assists in the planning, organizing and directing of a broad range of public services functions, including administering infrastructure projects. Researches and makes recommendations on the needs and trends within the community related to public services. Works with the public, consultants and vendors to resolve issues. Assists in oversight of projects and assignments such as bid specifications and approval of all payroll, staff time, project costs, unit costs and related information.

    Works closely with the City Manager, Director and other Department Heads to further City objectives.
  • Refuse Collection:
    Assists in planning, directing and overseeing the staff and operations, directly and through subordinate supervisors. Assists subordinate supervisors in coordinating the day-to-day operations and supervises staff assigned to weekly residential and commercial refuse collection routes and any contractors. Organizes special pick-ups and bulk pick-ups. Handles related questions and complaints.
  • Chipping & Compost Program:
    Assists in planning, directing and overseeing the staff and operations, directly and through subordinate supervisors to coordinates chipping and composting operations and any contractors. Handles related questions and complaints.
  • Plowing & Salting:
    Assists in planning, directing and overseeing the staff and operations, directly and through subordinate supervisors with plowing and salting operations. Assist in the development of routes and supervises staff or contractors assigned to plow, sweep and/or salt city streets, parking lots and sidewalks. Handles related questions and complaints.
  • Budget & Financial Management:
    Works with Director and department supervisors to prepare departmental budget requests, identifies needs for services, creates long-range capital/equipment plans and monitors expenditures to ensure conformity with the adopted budget.
