The Town of Groton, Connecticut is seeking a qualified and committed professional to manage the Town’s multifaceted procurement operations. The Purchasing Agent will be responsible for the procurement of all equipment, vehicles and materials; the negotiating of contracts and leases; public bids as well as maintenance agreements for all equipment and coordinating the disposal of obsolete and surplus equipment. This position will play a vital role in the purchasing functions for all departments within the Town.

This is a full time, non-union, exempt position.

POSITION OVERVIEW

The Purchasing Agent directs and coordinates all activities of the procurement function entailing the purchase of equipment, supplies, and services in support of all Town departments within approved budgetary limits. The Agent ensures departments receive goods and services, maintains efficiency in purchasing procedures and cost, and oversees a fair and open bidding process, as well as maintaining and controlling a capital asset system in conformity with generally accepted accounting principles.

REQUIRED

QUALIFICATIONS

The skills and knowledge required would generally be acquired with a Bachelor’s Degree in Business Administration or related field with five to seven years of experience in purchasing; or a Master’s Degree with three years’ experience in purchasing. A combination of education and experience that demonstrates the ability to perform the responsibilities of this position may be considered in lieu of stated education and experience requirements.

Excellent written, oral, communication and negotiation skills needed. Familiarity with or ability to acquire knowledge of computer applications to support the purchasing functions.

Criminal background, drug testing, and driving record checks required prior to employment.

REQUIRED CERTIFICATIONS/LICENSE

Must possess and maintain a valid Motor Vehicle Operator’s License.

PREFERRED QUALIFICATIONS

Certified Public Purchasing Officer/Buyer (CPPO/CPPB) designation and/or National Institute of Government Purchasing Certification preferred.
