PAYROLL MANAGER $67,000 annually + eligible for management bonus program Department General Accounting FLSA Classification Exempt

POSITION OVERVIEW

The Payroll Manager leads payroll processing operations, coordinates payroll activities, and supervises payroll staff. This role implements, maintains, and reviews payroll systems and controls to ensure timely and accurate processing of salaries, benefits, garnishments, taxes, deductions, and other payroll transactions. Candidate Profile:
Extensive hands-on payroll experience is essential. Candidates should demonstrate strong technical payroll knowledge, experience overseeing complex payroll operations, regulatory compliance, audits, systems/process improvement, and successful payroll team leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Manage payroll operations across multiple entities, ensuring payroll system integrity and timely, accurate employee pay.
  • Compile and review reports covering payroll taxes, deductions, earnings, paid leave, nontaxable wages, and other payroll activity.
  • Oversee employee payroll data, PTO accruals, retirement-plan employer match, workers' compensation, pay-rate changes, FLSA classifications, deductions, exemptions, and bonus payments.
  • Prepare and maintain accurate payroll records and reports and conduct thorough payroll audits, correcting discrepancies as needed.
  • Ensure compliance with federal, state, and local payroll, wage-and-hour, tax, and reporting requirements.
  • Identify and recommend improvements to payroll software, systems, procedures, internal controls, and workflow efficiency.
  • Lead, train, coach, and develop payroll staff through effective communication, collaboration, problem solving, and accountability.
  • Create and maintain payroll policies and procedures consistent with legal requirements and payroll best practices.
  • Monitor and resolve employee payroll inquiries promptly and appropriately.
  • Provide ad hoc payroll reporting and documentation to Finance, HR, auditors, and other authorized parties.
  • Audit payroll earnings, deductions, and taxes; oversee governmental and regulatory payroll filings.
  • Coordinate payroll-related external audits and support SOX compliance, tax compliance, benefits reporting, and process optimization.
KNOWLEDGE, SKILLS, AND ABILITIES

Extensive knowledge of payroll practices, payroll taxes, balancing, internal controls, and generally accepted accounting principles. Strong knowledge of taxable and nontaxable earnings and current wage-and-hour and IRS payroll requirements. Advanced knowledge of payroll systems and time-keeping software; proficiency with computerized accounting systems and Microsoft Office Suite. Excellent organizational skills, accuracy, attention to detail, analytical ability, and problem-solving skills. Demonstrated experience leading process-improvement initiatives and managing and developing team members.

Ability to handle confidential information with discretion and maintain accuracy in a fast-paced, high-volume environment. Strong mathematical, 10-key, account-balancing, prioritization, communication, and deadline-management skills.

EDUCATION AND EXPERIENCE

High school diploma or GED required. Bachelor’s degree in accounting, business, computer science, or equivalent experience required. Five to six years of previous payroll, accounting, or bookkeeping experience required, including two to three years of payroll management experience.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Primarily an indoor, office-based position requiring prolonged periods of sitting and regular use of a computer, calculator, telephone, and other office equipment. Requires visual acuity, hearing, hand-eye coordination, and manual dexterity. Must be able to move general office items weighing up to approximately 15 pounds.
