The Manager, Plant Engineer assists the Director of General Maintenance and Vice President Facilities, Capital Construction and Campus Development, in planning, design development and management of Infrastructure and Capital Improvement projects. Utilizes New Jersey Gold Seal Stationary Engineers License to oversee Supervisor of Central Utility Plant to assure an uninterrupted operation of the Medical Center. Serves as primary hospital representative on Energy Committee to develop, review and implement energy cost savings.

Responsibilities

A day in the life of a Manager, Plant Engineer at Hackensack Meridian Health includes:

* Works with design professionals and appropriate staff to develop a written description and sketches of a planned project for Design Development and a precise definition of the project scope.

* Works with appropriate individuals to provide initial concepts for development of major infrastructure and capital improvement projects.

* Coordinates efforts of Consulting Engineers and Architects as required for Design Development, completion of Construction Documents and competitive bidding.

* Works independently or with consultant on project budget modification, to reflect scope changes, from the Design Development Phase, through Construction Documents and Project completion.

* As necessary, provides technical assistance to other departmental Managers for development of major infrastructure capital projects within their areas and if required, accomplishes overall coordination of Infrastructure Capital Improvement projects.

* Makes recommendations of materials, equipment and systems required for the completion of infrastructure capital improvement projects.

* Works with contractors to coordinate construction activities at the site and any place it impacts the operation of the facility.

* Informs Designers and/or Contractors about operational limitations, possible utility connections and hospital safety requirements.

* When requested, is responsible for obtaining permits and required local inspections for completion of Capital Improvement and Infrastructure Projects.

* Conducts regular progress inspections of Capital Improvement and Infrastructure Projects and provides reports.

* Insures project closeout documents are compiled and delivered to Plant Operations.

* Develops preliminary estimates as required for projects presentation and preliminary budget approval.

* Develops and modifies contracts as required for proper budgeting and structuring of A&E Services and Construction Phase.

* Works with consulting Architects and Engineering Team on the evaluation of bids, to determine compliance with bid specifications

* Works with appropriate individuals to prepare a Pre-Construction Risk Assessment (PCRA) for each construction project prior to commencement of construction.

* Responsible for coordination of infrastructure capital improvement projects with all hospital departments for a safe and uninterrupted operation of hospital facilities. Works with department heads and staff to develop the most efficient scheduling and project completion.

* Works with design professionals and contractors to establish Schedule of Values for payments.

* Upon review of the progress made by consultants and contractors, establishes monthly progress and value of completed work. Verifies progress against schedule of values. Recommends monthly payment of requisitions in accordance with industry standards, utilizing forms and methods developed by American Institute of Architects, for construction project management and compensation for professional services.

* When necessary, utilizes existing drawings and information to provide appropriate data to design professionals and contractors.

* Works with Infection Control Practitioner to ensure the timely completion of Infection Control Risk Assessments. When required, works with Safety Department to develop Interim Life Safety assessments for any affected Life Safety systems.

* Financial Responsibility

* Annually assists in the development of a Section Operational Budget that provides sufficient financial and personnel resources to maintain the facility in an appropriate manner. Presents the budget to the Director of General Maintenance for inclusion in the overall Department Operational Budget.
