Organizational Overview:

The mission of the Bergen County’s Alternatives to Domestic Violence (ADV) is to partner with individuals and groups to prevent and eliminate domestic violence, dating abuse, and other forms of intimate partner violence, through comprehensive service approaches that strategically address the multifaceted causes and effects of abuse in diverse communities, such as prevention education, crisis intervention, legal advocacy, evidence-based counseling programs, and coordinated community responses to violence.

Job Description:

This employment opportunity is to serve as the Program Development Specialist, Community Service. Under direction, assists in the professional, administrative and analytical work to promote the planning, operation, implementation, monitoring and/or evaluation of community-oriented programs designed to address the socio-economic, human service and other needs of community residents; does other related duties as required.

Job Responsibilities:

• Design, implement, and evaluate new programs and educational initiatives aligned with the division’s mission and strategic goals.
• Carries on a continuing survey of existing services, ascertains gaps in services, and initiates negotiations to expand existing services or to institute needed services not in existence.
• Research and incorporate evidence-based practices, current trends, and innovative approaches in adult learning, organizational development, and domestic violence prevention.
• Develop policies, procedures, standard operating procedures (SOPs), and operational manuals for training programs.
• Collects and analyzes data to evaluate program implementation and conduct continuous quality improvement through data analysis and stakeholder feedback.
• Design, develop, and implement comprehensive onboarding and continuing education programs for all division staff.
• Provide hands-on technical training and ongoing support to staff.
• Design and implement cross-functional training initiatives.
• Develop and conduct training workshops and presentations for community partners, stakeholders, law enforcement, healthcare providers, educators, faith-based organizations, and other allied professionals.
• Represents the agency at various meetings and conferences.
• Acts as coordinator between community groups, public and private agencies, and other groups in developing, maintaining, and/or expanding social service projects.
• Research and identify grant opportunities.
• Assesses and evaluates project proposals for grants to determine if they meet federal, state, and/or local requirements and if they possess the potential for rendering needed services to any community segment they are designed to serve.
• Assist with the development and monitoring of program budgets, including grant-funded initiatives.
• Track program expenditures and provide regular budget status updates to division leadership.
• Collaborate with fiscal staff on budget reconciliation, cost allocation, and financial reporting.
• Reviews funding proposals to determine their eligibility, completeness, and technical content.

Schedule:

• Full time (40 hours/week) Monday – Friday.
• Occasional overtime, evenings, or weekend hours for community education events and training delivery.

Education and Experience Requirements:Applicants must meet one of the following of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

• Five (years) of professional experience in the development of programs designed to solve socio-economic needs of residents of the state and/or local communities which shall have included responsibility for research, negotiation, and/or writing of proposals for community service programs.

• Possession of a Bachelor’s degree from an accredited college or university; and one (1) year of the above mentioned professional experience.
