Job Description:

This employment opportunity is to serve as a Section Supervisor, Environmental Compliance for the Division of Environmental Health. Under direction, supervises the work of other employees; develops program or agency guidelines, operational programs, and procedures; plans implementation of projects or programs; advises concerned individuals about agency programs; consults with other government officials; and enforces compliance to standards, codes, laws, rules, or regulations;

does other related duties as required.

Job Responsibilities:

• Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Writes notices, memoranda, or news releases about policy changes, major events, or other information.
• Collects payments or fees.
• Recommends investigation of alleged inappropriate actions, possible fraud, or violations.
• Examines documents for adherence to applicable laws and regulations.
• Recommends legal action or fines for noncompliance.
• Calculates rates, cost, fees, taxes, or other amounts consistent with schedules, formulas or other established procedures.
• Recommends action of findings.
• Writes narrative letters or reports.
• Issues warnings.
• Determines compliance with codes, standards, or regulations.
• Conducts settlement meetings.
• Writes technical, statistical, or financial reports.
• Develops program or agency guidelines and procedures.
• Researches current or proposed legislation.
• Monitors progress of work or projects.
• Conducts onsite inspections for compliance.
• Recommends issuance of administrative orders, directives, or other higher-level enforcement action
• Monitors cleanup or containment of pollutant discharges.
• Determines compliance with air, water, or noise environmental quality standards.
• Investigates incidents of water pollution.
• Attends informal hearings.
• Negotiates and approves terms of contracts or letters of agreement with outside agencies or individuals.
• Consults with outside agencies or individuals about information necessary for job assignments.
  Meets with groups at seminars, public meetings, or conventions as a representative of the agency.
• Consults with members of the Legislature, Office of Administrative Law, Legislative Services, or the Judiciary.
• Informs interested parties of changes necessary for compliance.
• Restores (reconstructs) scene of crime.
• Restores (reconstructs) evidence through forensic analysis.

Schedule:

• Full time (40 hours/week) Evening, weekends, and holidays as required.
• Rotating on call schedule.
• Overtime as required.

Education and Experience Requirements:

• Graduation from an accredited college or university with a Bachelor’s degree in Environmental Science, Biochemical Science, Solid Waste Management, Environmental Engineering, Hazardous Substances or Waste Management, or other closely related field.
• Five (5) years of experience in solid waste management, noise pollution control, or other field related to environmental management, three (3) years of which shall have been in a supervisory capacity.
• NOTE:
  
  A Master’s degree in Environmental Science, Biochemical Science, Environmental Engineering, or Solid Waste Management may be substituted for one (1) year of nonsupervisory experience.

Other Requirements:

• Excellent oral and written communication skills
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Appointees will be required to possess a driver’s license valid in New Jersey which is necessary to perform essential duties of the position.
