Main Purpose of Job

The primary purpose of the Title IV-E Fiscal & Compliance Administrator is to manage, track and ensure compliance with Title IV-E funding related to foster care, adoption, guardianship and prevention services. The role is responsible for all financial aspects of Title IV-E funding from monthly, quarterly, and annual reporting. Internal and external stakeholder funding requirements necessitate the submission of reports. Assist with the preparation of federal and state audits IV-E financial records.

Ensure expenditures are in accordance with terms, conditions and follow all applicable regulations. Prepare and submit financial reports. Monitor and ensure fiscal accountability for Title IV-E claims in compliance with federal and state regulations. Collaborate with child welfare fiscal and budget staff to include all 24 local departments of social services, Department of Human Services (DHS) central Office of Budget & Finance (OBF), and the Department of Juvenile Services (DJS) IV-E unit and finance department.

Work to prepare and manage IV-E cost allocations for IV-E eligible services and activities. Assist with accurate and timely submission of IV-E claims.

POSITION DUTIES
  • Ensures all expenditures charged to IV-E meet federal eligibility requirements and assist with timely and accurate submission of claims.
  • Ensures every expenditure aligns with federal guidelines for Title IV-E programs. involves a rigorous review process for all expenditures to confirm they meet the federal eligibility requirements for IV-E funding.
  • Maintains comprehensive and accurate documentation. Includes detailed records of services provided, individual eligibility determinations, expenditure reports, and any other supporting materials.
  • Involves continuous monitoring of updates from the Administration for Children and Families (ACF).
  • Process of submitting IV-E claims is highly time-sensitive and requires precision. Involves compiling eligible expenditures, categorizing them correctly according to federal guidelines, and submitting claims through established electronic systems within specified deadlines.
  • Continuous preparation for federal and state audits is an integral part of this function.
  • This function contributes to comprehensive financial reporting and analysis.
  • Involves tracking expenditure patterns, identifying trends, and providing insights into the financial health of the IV-E program.
  • Consults with the Federal government regarding the Title IV-E State Plan, Prevention Plan, and allowable IV-E and child welfare expenditures.
Minimum Qualifications

  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Six years of administrative staff or professional work.
  • Notes:
    • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
    • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
    • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
    • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Preferred Qualifications
  • One year of professional experience managing, tracking, or ensuring compliance with Title IV-E funding related to foster care, adoption, or guardianship.
  • One year of experience preparing federal or state financial reports and assisting with audits (such as the Single State Audit) in a government or human services setting.
