Position: ESL Instructor (EMPLOYEE TRAINING SPECIALIST II)

Introduction

The Maryland Department of Labor – Division of Workforce Development and Adult Learning welcomes applications for the position of Adult Basic Education (ABE) teacher. This contractual role provides teaching and learning services to residents of an adult maximum correctional facility.

Maryland Correctional Training Center (MCTC), 18800 Roxbury Road, Hagerstown, MD 21746

Main Purpose of Job

The candidate will create a classroom learning environment where assigned students make measurable progress toward the Maryland Certificate of Achievement in Adult Literacy and Life Skills and/or a Maryland High School Diploma.

Position Duties
  • Facilitate learning within the classroom.
  • Plan lessons, participate in professional development meetings, and perform other job‑related duties as assigned by the principal and/or academic coordinator.
Minimum Qualifications
  • Six years of experience planning and conducting employee development and training.
  • Notes:
    • Candidates may substitute a Bachelor’s degree from an accredited college or university and two years of experience planning, conducting, or coordinating training or staff development activities.
    • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes for the required experience.

  • Two years of adult education or ESL experience.

Benefits

Contractual employees working a minimum of 30 hours a week (or 130 hours per month) may be eligible for subsidized health benefits. Employees pay 25% of premiums; the State of Maryland covers 75%. Additional coverage options are available at the employee’s expense. Leave may be granted for those who have worked 120 days within a 12‑month period, accruing one hour for every 30 hours worked, not exceeding 40 hours per calendar year.
