Public Works Engineer

GENERAL DEFINITION OF WORK:

Performs responsible professional work preparing and overseeing engineering plans and studies for buildings, parks, and public works capital improvement projects. Direction is provided by the Director of Public Works.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

  • Performs public works related designs and studies; prepares and reviews the associated construction drawings using computer aided design (CAD) methods and standards.
  • Prepares construction drawings, specifications, and cost estimates.
  • Manages Architecture and Engineering consultant work. Prepares scopes of work, proposals, reviews studies, plans, construction bid documents.
  • Addresses design and construction issues that arise during the construction with contractors and consultants.
  • Provides technical support to Division departments and agencies.
  • Prepares feasibility, life-cycle cost, and cost-benefit studies.
  • Drafts and manages capital project grants associated with public work projects.
  • Coordinates required survey, right of way and drafting work with County staff.
  • Coordinates project design with other government agencies, public utilities, and other stakeholders.
  • Assists the Director with review of outside agency plans that will affect County Public Works infrastructure or operations.
  • Performs high level related tasks as required to support Public Works infrastructure and operations.
  • KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of modern principles and practices of architecture, building and civil engineering with special emphasis on public works, building and energy systems, and parks infrastructure; general knowledge of design, construction, maintenance and cost estimating relating to capital improvement projects; general knowledge of land surveying methods and techniques; building systems and efficiencies; ability to prepare technical reports; ability to establish and maintain effective working relationships with associates and the general public;
    Microsoft Office experience required; computer aided design (CAD) preferred, experience with federal, state and local engineering and building design and code manuals

    EDUCATION AND EXPERIENCE:

    Bachelor's Degree in Civil Engineering, Architecture, or Landscape Architecture from an accredited college or university; three (3) years of experience in the design and/or construction of public works capital improvement projects desirable.

    PHYSICAL REQUIREMENTS:

    This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

    hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

    SPECIAL

    REQUIREMENTS:

    Possession of an appropriate valid driver's license is required. A State of Maryland Professional Engineer or Architecture license is desirable.
