Position: Finance Director AIB EDUCATION PROGRAM DIRECTOR I

Introduction

The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking a Finance Director. The AIB is a new State agency established to oversee the implementation of the Blueprint for Maryland’s Future, which is a multi‑year initiative to transform Maryland’s public schools to provide a world‑class education to every student.

Position Duties

The Finance Director will report to the Deputy Director of Operations of the AIB, who along with the Executive Director and AIB staff, supports the Board, which consists of seven members appointed by the Governor with the advice and consent of the Senate. The Finance Director will manage, control, oversee, and report on all fiscal (budget & accounting) operations in accordance with applicable statutory and regulatory procedures, as discussed further below.

In addition, the Finance Director will assist with fiscal analyses of the revenues and expenditures of various State and local agencies responsible for implementing the Blueprint for Maryland’s Future. This is a Special Appointment position, and serves at the pleasure of the Appointing Authority. The AIB is a dedicated, collaborative and dynamic group of professionals working together to achieve the goals of the Blueprint for Maryland’s Future.

The basic expectations of all AIB employees are to rapidly learn, take initiative, collaborate with team members, accomplish the quantity of work expected, and adapt to changes in work assignments. This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

  • Work with the Deputy Director of Operations to develop and oversee multi‑year financial plans and the annual budget for the agency.
  • Track, review, approve and reconcile agency revenues and expenditures.
  • Administers program information in state systems including FMIS, BARS, ADPICS. Develops and provides routine and ad‑hoc reports.
  • Manage grants, contracts, interagency agreements, and assist in all procurement functions.
  • Develop fiscal and accounting policy and procedures in accordance with Generally Accepted Accounting Procedures and incorporate changes in law and/or programs which impact fiscal policies and procedures on an as‑needed basis.
  • Establish and maintain internal controls to comply with audit requirements. Participate in the audit process by providing explanations of accounting procedures, providing financial schedules, and providing fiscal transactions supporting documentation.
  • Develop and manage year‑end closeout procedures and transactions in accordance with the Department of Budget and Management schedule and instructions.
  • Work with the Financial Data Analyst to conduct fiscal analysis of Blueprint for Maryland’s Future revenues and expenditures.
Minimum Qualifications

Education : A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience : Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles, with at least two years in federal, state or local government.

Required Qualifications
  • Hands on skills in financial and analytic report preparation and review for year‑end closeout and/or budget preparation.
  • Sound knowledge base of governmental accounting principles and internal control procedures.
  • Intermediate to advanced level proficiency with experience performing financial reporting and analysis in Excel, Google Sheets, and/or Smartsheets.

  • Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
