The purpose of this position is to oversee two units of Family Investment Specialists involved in the eligibility determination of applicants for programs of the Family Investment Administration (FIA) and the quality control review of those determinations. This includes data review, analysis, and program evaluation. This position will also support employment and training activities for programs within FIA, to include the Employment Resources Center, in partnership with internal and external stakeholders.
Employees in this classification are responsible for the interpretation and application of laws, regulations and policies relevant to FIA programs for the analysis of procedures and the recommendation of new or revised procedures.
- Provide administrative and programmatic leadership to the SNAP / Medical Assistance (MA) / Emergency Assistance units.
- Assign work and review case records for completeness, accuracy, with State and Federal policy, procedures, laws, rules and regulations.
- Manage the issuance of EBT cards and manage support around fraud alert cases.
- Establish processes and procedures to ensure staff are knowledgeable of and able to implement new policies and procedures from DHS/FIA.
- Work together with other Charles County Department of Social Services (CCDSS) units, program areas, teams and external partners to identify and develop procedures to carry out federal, state, and local law, regulations and policy.
- May prepare and assist in the preparation of appeal packets to testify in administrative or appeal hearings.

Education: A Bachelor’s degree from an accredited college or university.
Experience: Two years of experience supervising workers engaged in determining eligibility for governmental assistance programs or monitoring compliance in those programs.

- Candidates may substitute additional experience as described on a year-for-year basis for up to four years of the required education.
- Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university and two years of experience involving public contact and performance of support functions directly related to Family Investment program operations for the required education.
- These requirements are established by the Family Investment Administration by authority provided in Human Services Article Title 5, Subtitle 2, Section 204, (b)(1) of the Annotated Code of Maryland. The Office of Personnel Services and Benefits of the Department of Budget and Management and the Examination Services Unit of the Maryland Department of Human Services do not have the authority to accept substitutions or equivalents.

Preferred Qualifications
- One year of experience in data-driven programs evaluation and oversight.
- One year of experience in Human Services Programs, Public Assistance Benefits, and Workforce Development.
- One year of experience in leadership focused on culture/change, leading diverse teams, implementing department change, and stakeholder engagement.
