We are currently seeking a Grants Management Specialist to work remotely for the National Institutes of Health in Bethesda, MD.

The US base pay rate for this full-time position is $50-$76.10 /hr + benefits. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

JOB DESCRIPTION

The National Institute of General Medical Sciences (NIGMS) Grants Administration Branch (GAB) seeks two (2) Grants Management Specialists (GMS) to support the full lifecycle of its grant programs. NIGMS administers a large and complex portfolio of research grants that demand oversight, timely processing, and adherence to policies established by the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS).

GAB is responsible for ensuring that grant programs are managed efficiently and in compliance with applicable federal regulations and standard operating procedures (SOPs), including coordinating pre-award and post-award activities, maintaining accurate grant records, and serving as a point of contact for program staff and grantee institutions. As grant volumes and regulatory requirements continue to grow, additional specialized support is needed to maintain the quality and timeliness of these functions.

This Statement of Work establishes the scope, tasks, and deliverables for two (2) FTE contractor GMS who will provide comprehensive grants management support to GAB, assisting internal NIGMS staff and collaborating with external partners, including authorized business officials at grantee institutions, to ensure grant-related activities are processed accurately and in accordance with NIH, NIGMS, and HHS policies.

TASKS/SERVICES | STATEMENT OF WORK

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

Grant award review and compliance

  • Assist staff to manage, coordinate, develop and maintain annual grant portfolios, provide administrative support for the Grants Management Branch for the review of grant applications, and resolve a wide variety of problems and situations pertaining to the grant functions.
  • Assist staff review of annual grant progress reports and new grants for conformity to Institute policy, compliance with Federal regulations, and consistency with Standard Operating Procedures (SOP).
  • Provide advice, assist staff, interpret and prepare guidance, interpretation and guidance on statutes, regulations, policies, and procedures as they relate to the award grant program in general and as related to individual awards.
  • Perform specialized tasks and ongoing responsibilities in support of grant programs, projects, reporting and stakeholder engagement.
  • Stay abreast of current NIH and NIGMS grants policies and processes; attend team and branch meetings to maintain policy and procedures knowledge.

Communication and coordination

  • Assist staff with grant review and evaluate competing and non-competing grant applications for accuracy and completeness and policy and regulatory compliance;
    Report issues when needed.
