Electromagnetic Spectrum Strategy & Mission Integration Program Manager The Opportunity
As a senior leader in our Electromagnetic Spectrum (EMS) and Intelligence portfolio, you will drive enterprise strategy, mission integration, and modernization for Combatant Command, Intelligence Community, and Joint Force partners. You will shape vision, guide technical and mission teams, and influence national‑level priorities across the electromagnetic battlespace. You will work closely with cross‑functional teams, including digital engineers, architects, data scientists, cyber practitioners, and mission operators, to translate strategic needs into executable roadmaps that accelerate mission outcomes and protect national security interests.
YouHave
- 15 years of experience with leadership across DoD, IC, Joint Staff, or Combatant Commands
- Experience in Electromagnetic Spectrum Operations, intelligence integration, or cyber operations at the executive level
- Experience shaping policy, strategy, or modernization initiatives at enterprise scale
- Experience with acquisition processes, including PPBE or DoD 5000, and portfolio oversight
- Ability to lead multi‑disciplinary teams and influence senior stakeholders
- Ability to obtain a TS/SCI clearance
- Master’s degree in International Relations, Global Security, or a Strategy or Cyber field
- 5 years of experience in program management, preferably supporting DoD or related federal clients
- Experience advising on SAPs, sensitive activities, or SOF mission integration
- Experience in leadership roles in DoD CIO or Interagency bodies
- Experience with AI or ML, EMS simulation, or data‑driven decision support
- Experience overseeing large, complex technical programs or contracts
- Experience developing and maintaining program management plans, schedules, and deliverables
- Ability to manage multiple concurrent projects
- Possession of excellent communication and stakeholder engagement skills, including for direct interface with senior government leaders

CompensationSalary range: $99,000.00 to $ (annualized USD). Benefits include health, life, disability, financial, and retirement benefits, paid leave, professional development, tuition assistance, work‑life programs, and dependent care. The posting will close within 90 days from the posting date.
