Manages all aspects of the Department of Community Resources and Services (DCRS) IT planning, support and implementation, including data reporting, the creation of data dashboards to inform policy and program development, oversight of technology equipment support for all department locations, coordination with County Department of Technology and Communication Services (DTCS) for cybersecurity planning, development and implementation of a technology strategic plan and continuity of operations planning with Office of Emergency Management.

Development of solutions to a wide range of ever changing technical demands and problems, develop strategies to meet short and long-term goals of the Department. Performs project management, such as overseeing the acquisition, installation and implementation of a new software platforms, or the mass configuration of hardware by a vendor; maintains, supports and uses multiple and complex application systems; and advises Department leadership on the acquisition of new hardware and software.

Supervises the DCRS Technology Team, Emergency Management Team and Data Reporting Team.

Starting salary hiring range: $41.25 – $46.48 per hour ($85,796 – $96,685 annually).

Performs senior professional level technology and communication services work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes maintaining, supporting, and using the multiple and complex operating system components and subsystems used by the Data Operation Center or performing highly complex programming analysis and systems design.

This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months.

This position has been designated as "essential personnel," meaning an employee is expected to work during inclement weather, emergency situations, County holidays and on an on‑call basis.

• Serves as project manager for all IT related projects and organizes larger project requests for DTCS. (i.e. new sites and major renovations). These tasks include requirements, statement of work, and implementations, deployments and support functions.
• Works closely with DTCS senior project management team in communication and technical documentation to complete larger technical projects.
• Develops short and long-term technology goals for the Department.
• Develops cybersecurity plan for the Department to include management of all Cloud based solutions, data protection plan and development of SOP for all Cloud vendors.
• Coordinates DTCS hardware and software upgrades for the Department by providing requested data, needs, and concerns of the department. Hands on implementation of major countywide software rollouts.
• Maintains relationship and resolves problems with vendor and third‑party software.
• Support project initiatives, including identifying and analyzing preliminary business needs, budget considerations, time and resource estimates, defining the project scope and objectives, and getting business user sign‑off.
• Development of data reporting and dashboard tools including, but not limited to, the use of Power BI, Service Now and Well Sky Report Builder. Service Now, Well Sky Report Builder, Active Net, and
