Program Manager_PM​/PNT

Overview

Data Systems Analysts, Inc. is seeking an experienced Program Manager experienced in high level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing who has conducted manpower assessments and risk management to lead a diverse team of SETA professionals supporting the planning, development, management, sustainment, and execution of the U.S. Army’s PNT system of systems architecture and associated PNT products for the Army’s mounted and dismounted platforms.

• Must have a current TS with SSBI for SCI eligibility
• Masters Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline
• Current PMP certification
• Fifteen (15) years of experience in the management and supervision of substantive military hardware/software development, or related systems analysis
• Military service highly desired
• Experience leading large SETA support operations providing management oversight for a diverse team of contractors
• Experience providing high level budgeting, scheduling, trade-off analysis, and lifecycle costing to Senior Leaders
• Experience conducting manpower assessments and risk management reviews
• Knowledge of Army regulations and policies relevant to PNT, IT, security, and acquisition
• Understanding of Cybersecurity requirements and 8140 certifications
• Strong communication, coordination, and documentation skills
• Experience with financial management, cost analysis, and budget planning
• Ability to respond quickly and lead the team to address urgent and surge requirements
• Experience managing acquisition requirements and contract schedules/milestones
• Experience using Artificial Intelligence to deliver efficiencies in areas such as threat detection, resilient architectures, software development, test and evaluation
• Experience with Agile methodologies in leadership to reduce technical risk and improve delivery

• TS/SCI

• Six (6) additional years of related experience or relevant military service may be substituted for the Masters degree
• Ability to coordinate with stakeholders and serve as integrator/liaison

• Control, direct, and supervise the team supporting the PM PNT
• Facilitate meetings between potential new employees and the Government during the hiring process
• Provide the Contract Invoicing and Payment report
• Program planning, budgeting, scheduling, risk management, and lifecycle costing
• Conduct manpower assessments
• Build senior level status briefings for PEO management (weekly high-level, quarterly in-depth)
• Interface with all levels of government personnel
• Formulate feasibility studies, ensure compliance, and mentor high performing teams on evolving program objectives
• Lead a team to respond quickly to urgent, unplanned mission requirements
• Demonstrate how AI will deliver efficiencies to the customer in a SETA environment to reduce costs
• Implement Agile methodologies in SETA environments to reduce costs, maximize delivery, and improve leadership of diverse teams
