The People Operations Bureau is seeking a strategic and solutions-focused HR professional to support modern, effective, and inclusive talent acquisition. As a trusted advisor, you will provide expertise in recruitment, staffing, workforce planning, and project management. You will bring a creative lens to attract and assess talent while ensuring recruitment approaches align with public-sector policies, legislation, directives, and collective agreements.

This position requires a high level of engagement with managers and stakeholders. The successful applicant will be required to report to 777 Memorial Avenue five (5) days per week.

About Us:

The People Operations Bureau provides executive leadership and direction in human resources strategies and workforce development to meet the bureau business plan, and OPP strategic direction and goals. People Operations includes Abilities Management, Workplace Safety & Claims Administration, People and Business Strategy, and Talent Services and Workforce Analytics.

The
Talent Services & Workforce Analytics Team supports transparent, inclusive, and merit-based selection processes for both uniform and civilian roles within the OPP. The team provides strategic advice to managers throughout recruitment and offers employees guidance, training, and development resources.

Note: This Talent Pool may be used to fill substantially similar vacancies in other program areas within People Operations Bureau. This Talent Pool may also be used to fill vacancies at lower classification levels, providing additional opportunities for candidates.

About the job

Working as an Advisor to managers and senior leaders, you will:

  • Provide HR advice, expertise, and strategic planning services in the areas of strategic labour relations, talent and performance management, and workforce and human capital planning.
  • Provide project management and strategic support related to recruitment and staffing initiatives.
  • Apply a creative lens to strategic recruitment and selection, incorporating new technologies and innovative approaches to attract, assess, and retain top talent.
  • Develop, monitor and evaluate staffing and human resources impacts associated with achieving OPP business plans.
What you bring to the team
Mandatory requirements
  • Ability to pass an OPP background/ security investigation.
Talent Acquisition and Advisory Expertise
  • Demonstrated experience in staffing, business transformation, talent management, workforce planning, and organizational effectiveness.
  • Knowledge of labour market trends and talent acquisition strategies to attract, assess, and select top talent effectively.
  • Knowledge to provide strategic advice, expertise, and develop recommendations, strategies and action plans to meet business needs.
  • Ability to interpret and apply human resources policies, directives and guidelines, collective agreements and related legislation.
Analytical Skills
  • Ability to identify and assess, develop, monitor and evaluate overall business impacts and risk management strategies associated with achieving organizational business plans.
  • Ability to apply conceptual and analytical skills to identify and assess business requirements and complex and/or contentious strategic, policy, and business issues.
  • Demonstrated ability to research, review and analyze various human resources management issues, trends, problems, systemic issues, and policy/process concerns.
  • Demonstrated political acuity to recognize and consider sensitive political situations and develop appropriate responses for clients.
Project Management and Digital Technology
  • Ability to plan and manage projects focused on change and enhancement of current HR practices, having organizational impact.
  • Ability to leverage technology and digital tools to track projects and competition files, manage priorities, organize information, and support efficient service delivery.
  • Ability to adapt to and promote the use of digital technologies to enhance decision-making, collaboration, and strategic recruitment and selection.
Relationship Management and Communication Skills
  • Ability to initiate and develop internal and external partnerships, for the development of an inclusive approach to program development and implementation.
  • Ability to develop and maintain effective business partnerships and communication lines with senior executives.
  • Demonstrated consultative, interpersonal and communication skills.
  • Ability to advise on and influence complex and/or contentious organization and HR issues.
  • Ability to develop communication strategies for managers and staff to communicate HR program directions, policies and initiatives.
