At the Department of Public Works, we are responsible for building and maintaining a sustainable provincial infrastructure for Nova Scotians. From highways and bridges to agricultural dykelands, government buildings and vehicle registration, safety and quality of life are top of mind.
Responsibilities
Reporting to the Executive Director, Maintenance and Operations, this position oversees the acquisition of goods, services and programs to efficiently maintain our transportation and provincial dykeland land protection system.
Your expertise and strategic planning guidance is fundamental to identifying gaps, opportunities for efficiency, and the development and enhancement of procedures, policies and standards related to highway, bridge and land protection maintenance.
As an integral member of the senior management team, you are accountable for programs and services such as our asset information services (GIS) unit, a critical component of strategic capital planning and coordination of provincial infrastructure activities.
As the Coordinator of the Department's Rural Impact Mitigation (RIM) program, you manage stakeholders, administer contracts and project deliverables for effective maintenance and repair of rural roads.
You provide direction to the Operations Contact Centre (OCC), which manages public inquiries, concerns and requests regarding Nova Scotia’s highway network.
As the lead Emergency Management Officer (EMO) for the Department, you are accountable for the business continuity plan, coordinate internal logistics and collaborate with stakeholders during emergencies.
You oversee programs and services such as 511, the road/weather information system, procurement of goods such as road salt and drainage culverts, and the permitting of large‑scale transportation moves including Special Move Permits for over‑dimensional and exceptional moves.
You administer and maintain road asset designations for various trucking configurations and loadings, and maintain significant communication with industry partners.
A key component of this role is partnering with the Finance Department to monitor revenues and expenditures, ensuring cost effectiveness and quality of service.
Qualifications
Bachelor’s Degree in Engineering or Civil Engineering Technologist diploma with multiple years of progressive management experience in highway and bridge maintenance.
Background in budgeting, policy development, and providing advice to senior leaders.
Proven success in leading, developing and supporting multidisciplinary teams or projects.
Decisive, adaptable to competing priorities and demanding deadlines.
Effective communication, partnering and relationship‑building skills, with a proven ability to bring stakeholders together toward common goals.
Strategic thinker who sees the big picture and links business priorities with departmental planning.
Self‑aware, resilient in challenging situations, managing behavior for the organization’s best interest.
Proficiency in intercultural and diversity relations, working with individuals from diverse ethnic, cultural and economic backgrounds.

Working Conditions
Normal work week is 35 hours per week (7 hours per day). Overtime may be required on occasion.
Work is mainly conducted in a comfortable office environment with moderate travel within and outside the Province.
Pressure to meet deadlines while juggling many projects that require ongoing planning and revising. Must manage stressful, complex situations and balance many considerations. Work is often subject to extensive scrutiny and criticism by the public and communities served.
