Associate Housing Manager
Department: Supportive Housing and Homelessness

Status: Full-Time (37.5 hours / week)

Program Overview
The Associate Housing Manager provides operational leadership, people management, and program oversight across assigned housing programs within YWCA Halifax. This role bridges strategic direction and day‑to‑day operations, ensuring high‑quality, trauma‑informed, participant‑centered housing services that align with YWCA Halifax’s mission, values, EDIRA commitments, and funding obligations. The Associate Housing Manager is responsible for staff supervision, risk management, program performance, policy implementation, and cross‑departmental coordination.
The role operates in close partnership with the Director of Supportive Housing and Homelessness and plays a key leadership role during periods of growth, change, and organizational restructuring.
Essential Duties of Position
Program Management
Oversee the day‑to‑day operations of assigned housing programs, ensuring safe, consistent, and high‑quality service delivery
Develop, implement, revise, and report on program work plans and outcomes
Ensure compliance with YWCA Halifax policies, licensing standards, and funder requirements
Translate strategic priorities and funding requirements into operational plans and work plans
Identify and manage program risks, including participant, staff, and facility safety
Ensure quality and innovation through evaluation and best‑practice research
Support the implementation of new housing models, program transitions, and restructuring initiatives
Monitor program performance, outcomes, and service quality, addressing gaps proactively
Contribute to the development, review, and implementation of policies, procedures, and SOPs
Reporting and Financial Administration
Monitor program revenues and expenditures to ensure operations remain within approved budgets
Provide financial reporting, projections, and support funder reporting as required
Support development of funding proposals in coordination with the Director
Support data collection, reporting, and documentation aligned with funding and organizational requirements
Contribute to reports, briefings, and summaries for senior leadership and the Board as required
Supervisory Responsibilities
Directly supervise Housing Team Leads and/or Coordinators, providing coaching, performance feedback, and accountability
Support staff development using trauma‑informed, strength‑based, and equity‑centered leadership practices
Ensure compliance with YWCA HR policies and procedures, funder agreements, and legislative requirements
Maintain confidential and complete personnel files
Support staff wellness and professional development
Foster psychologically safe, inclusive, and collaborative team environments
Clinical and Service Oversight
Provide leadership on clinical frameworks, assessment, safety planning, and care planning
Support integration of mental health services
Provide leadership during critical incidents, emergencies, and complex participant situations
Identify, assess, and mitigate operational, staffing, and participant‑related risks
Ensure documentation and information‑sharing standards are met
Community Partnerships and Advocacy
Work collaboratively with internal departments including Facilities, Finance, HR, Safer Spaces, Childcare, and Community Programs
Support communication and coordination with external partners, funders, and system stakeholders
Collaborate with child welfare, justice, health, education, and community agencies
Participate in community and sector committees and working groups
Support YWCA Halifax advocacy activities
Other Duties
Serve as a member of YWCA Halifax management and internal committees
Advance the vision and mission of YWCA Halifax
Maintain files, information systems, and databases related to areas of responsibility
Provide on‑call or emergency support as required
Other duties as delegated by the Director of Housing and Properties
Qualifications and Experience
Undergraduate degree in Social Work (with registration), Child and Youth Care, Psychology, Health Promotion, or equivalent combination of education and experience
Minimum three (3) years program management and staff supervision experience
Experience in residential or housing programs serving children and/or youth
Experience working with youth in care and youth impacted by sexual exploitation and human trafficking
Strong administrative, organizational, and digital literacy skills
Demonstrated ability to work independently and in a team environment
