Under the direction of the Director, Infrastructure & Maintenance Operations, the Manager of Streets, Active (Use the "Apply for this Job" box below). Sidewalks is responsible for the coordination and management of diverse cross-functional and multi professional teams tasked with the delivery of high quality and cost effective maintenance services for HRM streets, applicable active transportation infrastructure, roads and sidewalks within HRM. Utilizing effective people leadership and management skills, the Manager is responsible for ensuring the clients’ needs are met, and service standards are consistently achieved, or exceeded within financial and quality parameters.

The Manager provides leadership to approximately 168 unionized and non-unionized individuals as seasonally driven and is responsible for overseeing a budget of up to $11,500,000. The Manager is also responsible to ensure demand and preventative maintenance standards are met for all streets, sidewalks, applicable Active Transportation infrastructure including asphalt patching, gravel road grading, road shouldering, guide rails, retaining walls, ditching/culverts, street flooding, sidewalk infrastructure repairs, curbs, catch basins, walkways, leaf pick up, graffiti removal, tactical applications as recommended by IMP and Strategic Transportation and overseeing the delivery of contracted work as required.

This position is also responsible for district oversite of snow and ice control programs with a total HRM annual budget of $42M. Within the operational and strategic scope, the Manager is a lead during emergency and environmental events.

DUTIES AND RESPONSIBILITIES:

  • Provide technical expertise for operations and preventative maintenance services on HRM streets, roads, active transportation in right of way, and sidewalks infrastructure in a high quality, cost effective and client-driven manner.
  • Ensure that employees work within a healthy and safe workplace and ensure compliance with all applicable codes and legislation.
  • Provide professional expertise to other departments/divisions regarding development of capital projects and corporate initiatives.
  • Set priorities on the delivery of services and ensure service standards are met.
  • Assist Works Control in administrative business processes which support the efficient and effective use of City Works and SAP in operational practice.
  • Assess work order request responsiveness and customer satisfaction.
  • Ensure that all staff work in an effective and efficient manner, working within the guidelines set in Collective Agreements and per budget.
  • In co-operation with Public Works Capital Projects staff, assist in identifying and prioritizing capital projects within the Streets, Roads, and Sidewalks Portfolio.
  • Ensure that staff have the proper training and equipment, to be effective and efficient in the delivery of service. Support contract supervisory staff in the preparation of developing specifications for contract work.
  • Ensure contractors work within a healthy and safe workplace and that contractors comply with all applicable codes and legislation.
  • Provide effective leadership to private sector partners, contractors, and staff, to ensure optimum service levels;
    Review and evaluate contracts on a regular basis.
