Director, Transportation Business Performance provides strategic leadership for the Division's business performance portfolio, driving organizational excellence, accountability, and continuous improvement. This role leads key functions including contract management and controls, audit and policy compliance, human rights and fraud investigations, performance measurement, business systems, workforce development, and organizational strategy.
As the Division's centre of excellence for business performance, the Director develops and implements policies, programs, and management practices that strengthen service delivery, operational effectiveness, and long-term organizational success.
Leading multiple specialized teams, the Director ensures people, processes, and resources are aligned to achieve divisional and corporate priorities.
The Business Performance Section includes responsibility for the following functions:
- Contract Development & Controls : managing procurement processes, contract management, legal framework to ensure compliance with Auditor General and corporate standards (including procurement methodologies, contract management controls, etc.).
- Corporate Compliance : developing, documenting, training, monitoring, assessment, and reporting on compliance with corporate and legislative requirements.
- Divisional Investigations : timely, consistent investigations into human rights and fraud complaints, working with internal and external partners.
- Performance Management : responsible for development of divisional performance measures, dashboards, reporting, and divisional support 311 operations support.
- IT Systems & Emergency Planning : overseeing system development & deployment, cybersecurity, desktop support, enterprise IT representation, and divisional emergency preparedness.
- Workforce & Organizational Strategy : management of strategic recruitment, training, professional development, employee engagement, and workforce planning for the division.
- Divisional Space & Facilities Planning : operational planning in coordination with CREM, and delivery for office and yard space for staff, equipment and materials, including arrangements for & maintenance of materials storage facilities, furniture, IT and security needs
- Oversight of Divisional Fleet: in coordination with Fleet Management Division, responsible for planning for operational fleet needs, arranging for routine and emergency maintenance, and monitoring for appropriate usage and costs.
Areas of major responsibility will include but are not limited to:
Team Leadership and People Management- Provides strategic direction and oversight to all section activities through effective delegation of responsibilities and accountability frameworks.
- Leads, motivates and develops a diverse workforce of union and non-union employees, fostering collaboration, innovation, and a culture of continuous learning and innovation.
- Offers strategic leadership and guidance across the Division in the development of contracts, operational policies, and performance management frameworks.
- Manages complex and sensitive labour relations matters, ensuring fairness, consistency, and alignment with organizational goals.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
- Provides senior-level advice, leadership, and representation to City Council, Community Councils, and Standing Committees on issues of neighbourhood and local political concerns including the provision of expert advice on audit outcomes, performance and safety matters.
- Develops strategies, policies and procedures and implements organizational changes to build consistency across the Division related to the processes, practices and directives focused on efficiency, cost reduction, and process improvement.
- Fosters collaboration across City programs, Agencies, Boards, Commissions, and Divisions to identify opportunities for innovation, service improvement, and operational efficiency.
- Provides subject matter expertise in supporting other sections in complex negotiations with contractors, legal representatives, finance managers, other transportation professionals and the public.
