The Fiscal Bureau ensures that state and federal financial resources are protected and distributed in a fiscally responsible manner while providing optimal services to government and private-sector partners.
As an Administrative Analyst 2, Fiscal Management, job duties will include, but are not limited to:
- Plan and conduct management, statistical, organizational, fiscal, performance, and budget analyses of department and/or division programs.
- Assist in conducting cost-benefit analyses and effectiveness surveys; where alternative programs are needed, assist in making evaluations and recommendations as required.
- Perform evaluations of program activities to establish the validity of program objectives and the effectiveness of program operational policies and procedures in accomplishing these objectives.
- Evaluate fiscal management impacts involved with alternative policy actions.
- Conduct research and investigations to prepare detailed recommendations relating to proposed expansion, continuation, or elimination of programmatic needs and functions and groups of positions.
- Prepare clear, sound, accurate, and informative statistical and other reports containing findings, analyses, conclusions, and recommendations.
- Analyze operational problems brought to light through budget studies, requests and hearings; compiles and interprets data; appraises agency situations and develops courses of action for the more effective utilization of fiscal management resources.
- Prepare justifications to propose solutions to administrative, budgetary, or fiscal problems indicating the costs, net benefits, risks, and alternatives.
- As directed, participate in administrative planning and in the development of procedural and instruction materials.
- Establish guidelines to determine update cycles for fiscal management systems and procedures.
- As required, participate in administrative planning, organization, administrative, and procedural studies, in capital planning and research, and assist in introducing new techniques and methods to improve administration.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units.
- Maintain files and perform other duties as assigned.
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses.
OR
Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester-hour credits in any combination of Accounting, Business Administration, Economics or Finance courses; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Accounting, Business Administration, Economics or Finance; and one (1) year of the above-mentioned professional experience.
OR
Possession of a doctorate degree in Accounting, Business Administration, Economics or Finance.
Note: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
Preference: Preference will be given to candidates who have experience with the New Jersey Comprehensive Financial System (NJCFS).
