Duties
* Develops law enforcement programs and operating plans for the installation and is responsible for planning, supervising, and managing the operations of the division.
* Reviews and evaluates staff actions for adherence to organizational policy.
* Recommends solutions and coordinates implementation of major changes in procedures, staffing, funding, organization, and staffing.
* Plans for current and long-range operations based on workload trends and projected requirements.
* Acts as the primary representative of the police department at meetings and conferences concerning law enforcement programs and issues.
* Advises top-level installation managers on police department issues impacting them and develops acceptable solutions to problems. Requirements Conditions of employment
* The Incumbent must have successfully graduated (unless a waiver is approved) from the United States Army Military Police School Civilian Police Academy.
* Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
* Incumbent must be able to successfully gain and pass training certification related to police work functions.
* Required to maintain physical conditioning and pass an annual physical agility test (PAT)/requirements as outlined in Army Regulation 190-56 within 30 days of hire date and annually thereafter.
* This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
* The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
* Position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position. During Inclement Weather Conditions or other designed/identified emergency conditions incumbent must be able to continue to perform duties.
* Incumbent must possess or obtain and maintain a valid state driver's license and government motor vehicle operator's license.
* This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
* Official Temporary Duty (TDY) up to 10% of the time may be required.
* Incumbent must be able obtain and maintain a valid Tier 3 (Secret) security investigation.
* This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
* This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
* Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
* A high state of uniform appearance and personal hygiene will be maintained at all times.
* This position requires the employee to use personal protective equipment provided by the employer. Experience:
One year of specialized experience which includes:
1)
Leading or supervising employees in the area of law enforcement operations/work;2) Coordinating developmental and/or training needs of employees; and
3)
Enforcing laws, regulations, policies, standards or procedures pertaining to law enforcement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
