Neighborhood Investment Manager - Southeast Region

The Neighborhood Investment Manager (NIM) works collaboratively with local stakeholders, government officials, and community leaders, serving as a primary point of contact for small and local businesses seeking access to City resources. This position is focused on the Southeast Region. This position reports to the Deputy Director of Neighborhood Revitalization and works in partnership with corresponding Neighborhood Planners and Community Development Specialists.

NIM evaluates businesses and projects for financial incentives for all activity in assigned neighborhood district(s). Markets the City’s Department of Development programs, evaluates businesses and development projects for potential financial incentives, and prepares market studies, data analysis, and maps. The Neighborhood Investment Manager will also represent the Department of Development in public meetings and presentations.

The ideal candidate is passionate about equitable development and the role of small businesses and commercial corridors in building thriving neighborhoods.

• Reviews incentive applications and prepares presentations for loan and grant review committees.
• Serves as single point of contact within assigned neighborhood district for neighborhood stakeholders, City Council inquiries, and community development partners regarding economic development issues.
• Provides site-related acquisition, development and rehabilitation technical assistance for property owners, developers, and small businesses.
• Help small and neighborhood businesses access department resources and assist in navigating other departments to resolve business related issues.
• Engages with small businesses looking to locate and expand on targeted commercial corridors.
• Works department manager(s) and/or leadership to facilitate site visits for high growth potential businesses within the assigned neighborhood district.
• Facilitates warm connections through partner networks and conducts outreach visits.
• Represents the Department of Development in public meetings and presentations, which may include marketing Department of Development programs.
• Performs other job-related duties as required.

Bachelor’s Degree in Urban Studies, Economic Development, Business Administration, Public Administration, Marketing, Communications, Political Science or closely related field required. Master’s Degree preferred. Understanding of contemporary social justice, diversity, equity, and inclusion challenges. Strong analytical, organizational, customer service, oral and written communication skills required. Demonstrated effectiveness at building and maintaining interpersonal relationships. Commitment to public and customer service. Commitment to innovation and possesses an entrepreneurial spirit dedicated to maintaining high ethical standards.

Must understand climate change and integrate environmental and climate justice into strategic planning, approach, and implementation.
