WORKFORCE DEVELOPMENT SPECIALIST (FULL-TIME TEMPORARY)

Provides case management services to youth enrolled in CCMEP services, working with schools and community providers to ensure youth engage in academic and work readiness training, complete graduation requirements, and connect to employment or post‑secondary education.

Job Responsibilities
  • Assess academic levels, work skill levels, and service needs of each youth.
  • Develop an Individual Opportunity Plan per policies of Job and Family Services and the DOL.
  • Conduct outreach and recruit youth for WIOA services.
  • Identify and arrange new or continuing services that meet individual youth needs, especially when youths are disengaged or face new barriers.
  • Follow up for twelve months after each youth’s exit.
  • Advocate for youth in securing needed services and navigating service delivery systems.
  • Conduct training seminars and support groups for youth participants.
  • Document service interventions, services received, and follow‑up to ensure services meet youth needs and comply with the WIOA service model.
  • Maintain accurate records through case notes, monthly reports, intake forms, activity logs, mileage/expense reports, etc.
  • Collaborate with community providers and develop partnerships that embrace youth needs.
  • Make appropriate referrals to community resources, conduct follow‑up, and ensure compliance with the WIOA service model.
  • Be creative in meeting youth needs; think outside the box.
  • Attend meetings as required by supervisor, vice‑president, or agency.
  • Maintain confidentiality of consumer files and other sensitive subject matter.
  • Work assigned schedule, exhibit regular attendance, and work outside normal schedule as needed to meet workload demands. Perform other related duties as required.
Education & Qualifications
  • Appropriate combination of education, training, coursework, and experience demonstrating required knowledge, skills, and abilities. Bachelor’s degree in human services or a related field preferred.
  • Ability to document identity and employment eligibility within three (3) days of original appointment in compliance with Immigration Reform and Control Act requirements.
