General Statement of Duties
The Coordinator directs the operation of the New Horizons Center for Apprenticeship and Adult Training (CFAAT), a registered apprenticeship and adult training operation serving employers and adult learners across Hampton Roads since 1965. Program areas include the skilled trades, health sciences, and additional occupational fields added in response to regional workforce demand. The position reports to the Chief Executive Officer, exercises considerable independent judgment, and is accountable for both the instructional results and the financial performance of the Center.
Program Funding Structure
CFAAT has operated as a substantially self-supporting program continuously since 1965. Tuition and fees paid by apprentices, adult students, and sponsoring employers fund the great majority of operating costs, including the salary and benefits of the Coordinator and of every position assigned to the Center; limited state funding supplements, but does not sustain, operations. Enrollment development and budget administration are therefore essential functions of this position rather than supplemental activities, and the Coordinator holds substantial latitude to set tuition rates, adjust schedules, and add or discontinue offerings in response to employer demand.
Work Schedule
- Hours: Full-time, year-round, exempt. 40 hours per week, Monday through Friday.
- Evening coverage: The Coordinator is accountable for administrative coverage of every evening class and works a later shift on assigned nights, adjusting daytime hours accordingly. Coverage rotates among the Coordinator, the Program Support Specialist, and the campus lead instructors, on a schedule the Coordinator sets with the Chief Executive Officer. Evening classes are held Monday-Thursday from 5:30-9:00 p.m. There are three instructional sessions per year.
- Between sessions: Daytime hours.
- Additional hours: Occasional weekend work for scheduled events.
Supervision Exercised
- Instructional staff: Sizable and predominantly part-time, composed primarily of credentialed practitioners teaching in the evening, including certified journey persons, master technicians, and licensed health sciences instructors. Recruitment, assignment, supervision, and evaluation of this staff is a primary and continuing responsibility.
- Lead instructors: One designated at each campus to assist with evening operations.
- Program Support Specialist: Direct report. Registration, financial aid, student records, and database management.
Essential Functions of the Coordinator
Program and Instruction
- Designs, organizes, and implements apprenticeship and adult training programs that reflect the documented workforce requirements of the region.
- Directs the development of curriculum, instruction, and assessment, and ensures that programs satisfy applicable credentialing, licensure, and related instruction requirements.
- Approves instructional purchases and evaluates program effectiveness, recommending expansion or discontinuation of offerings.
Staffing, Enrollment, and Budget
- Recruits, hires, supervises, and formally evaluates instructional and support personnel, and directs the work of the Program Support Specialist.
- Develops and sustains enrollment through recruitment of adult students, apprentices, and employer sponsors, and coordinates marketing priorities with the specialist supporting the Center.
- Establishes tuition and fee schedules, oversees the collection and custody of program funds, and prepares and administers the annual program budget.
Students and Evening Operations
- Oversees class scheduling, registration, attendance standards, and student conduct, discipline, and discharge processes.
