Summary
The Public Works Engineer will work with the 633 CES/733 CED CEN Project Programmers to ensure complete facility planning and programming for assigned projects. Responsibilities include establishing facility and infrastructure requirements critical for mission accomplishment, proposing effective and economical solutions, identifying required years, and acquiring the necessary authority and resources.
Essential Duties and Responsibilities- Coordinate project requirements with end users, Air Force staff agencies, the 633d Contracting Squadron (633 CONS) and CES/CED leadership to evaluate existing assets and determine the most economical and effective means of satisfying facility needs.
- Recommend for approval client requests for new construction, renovation, and improvements of real property facilities and infrastructure, including utility systems.
- Adhere to all applicable instructions outlined in the 32 series Civil Engineer AFIs.
- Understand all programming avenues, including O&M, NAF, host‑tenant, and military construction (MCP/MILCON), ensuring all projects address environmental and legal compliance requirements and secure required local approvals and permits.
- Manage all facets of Project Development, including:
- Review of initial requests for work;
- Investigation of customer requirements and identification of deficiencies in the facility;
- Development of scope of work and preliminary parametric estimate;
- Preparation and submission of DD Form 1391s, Environmental Compliance, and other relevant documentation required for justification of project funding and approval.
- Prepare parametric cost estimates for all assigned projects, including labor, material, and equipment costs. Complete the Air Force life-cycle cost estimating course and pass the final exam or be replaced if the exam is not passed after two attempts.
- Demonstrate knowledge of automated systems and programs such as TRIRIGA, CAD Desktop (CADD), GIS, and project tracking software.
- Understand that this position does not have supervisory or management authority.
- Completed BA/BS or MA/MS degree from an accredited college or university in Engineering, Architecture, Community Planning, or a related field.
- Minimum of three (3) years of project programming experience.
- Professional-level certification and/or registration is highly desirable.
- Proficiency with Microsoft Office (Excel, Word, PowerPoint).
- Strong written and verbal communication skills.
Skills and Abilities
- Working knowledge of project programming/DD1391 development practices.
- Knowledge of quality assurance and quality control principles.
- Knowledge of federal and state codes and guidelines.
- United States citizenship with a clear background for government security investigation, able to obtain a clearance or Common Access Card (CAC).
- Ability to work both in a secured federal office setting and on job sites.
- Primarily performed in a secured federal office setting with controlled environment and occasional work outside on a job site.
