Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Duties
* You will perform account maintenance and accounting support work to examine, verify, analyze and maintain and reconciled accounts and accounting data, prepare and analyze reports.
* You will exam documents for accuracy, compliance, satisfaction or default in fulfilling contractual obligations, reimbursements for medical and domiciliary care, education, travel and transportation.
* You will perform analytical work in support of budget analysis and administration such as maintain ledgers, compiling, consolidating, checking and arranging funding data.
* You will review, analyzes, processes and balance incoming transmittal Letters (TLs), automated accounting obligations (Bl records), and Budget OPTAR Reports (BORs) into the accounting system (Navy ERP).
* You will review, and analyzes suspended accounting transactions and takes corrective action to resolve and correct transactions by working with DFAS, and other internal and external financial personnel.
* You will perform budget execution and analyze work involving monitoring obligations incurred and the actual expenditures of a budget with different sources and types of funding.
* You will conduct research, identify and analyze trends in the use of funds, and evaluate the effects of continuing changes in program plans and funding.
* You will act as a liaison between operational units and DFAS to resolve discrepancies.
* You will use automated budgetary and accounting system(s) and computer-generated products in accomplishing financial assignments.
* You will provide financial statements, accounting reports, and other information reflecting the interrelationship between accounting, budgeting, and other management data.
* You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required. Requirements Conditions of employment

* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications To qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
* Experience implementing budgetary policies, precedents, procedures, and regulations.
* Experience demonstrating detailed intensive knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area.
* Intensive knowledge of administrative and financial management systems
* Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.
* Experience displaying a high degree of skill in analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required.
