Position Summary

The GIS Analyst position provides support to Joint Base Langley‑Eustis (JBLE), VA. The candidate will create, update, manage, and perform quality control of SRP/ITAM GIS data for the Army, including editing and fieldwork to ground truth data. The role requires ensuring GIS data meets all Army data standards. The candidate must be legally eligible to work in the U.S. by the proposed start date;

Job Duties
  • Geodatabase Management:
    Develop and maintain all Sustainable Range Program GIS data for JBLE, VA, ensuring compliance with SDSFIE standards and passing quality control checks.
  • GIS Support / Subject Matter Expert (SME):
    Provide geospatial analysis, cartographic products, and GIS support to ITAM, Range Operations, Range Modernization, and SRP unit training. Develop and maintain Military Installation Maps (MIMs) in accordance with MPGD, RCMP requirements, and mission needs.
  • Data Development and QA:
    Develop, manage, and maintain SRP proponent geospatial data layers, including DAMO‑TRS (SRP) SDSFIE Army Adaptation data, in compliance with the SRP Geospatial Data Development Strategy, Quality Assurance Plans (QAPs), Army strategy, and Command Geospatial standards. Perform data reporting, upgrades, and QA corrections.
  • Field Operations:
    Build, collect, and validate geospatial data through analysis, imagery, range charrettes, and field surveys/measurements to support SRP field operations, Range Modernization, ITAM, and Army strategic geospatial objectives.
  • Program Management:
    Provide overall SRP GIS program management, including GIS software and hardware requirements, imagery acquisition, supplies, travel and training needs, and sustainment of GIS capabilities for SRP staff.
  • Consultation:
    Engage with Installation Program Managers and staff at all supported bases on a routine basis, reviewing data and providing status updates.
  • Reporting:
    Produce monthly reporting requirements.
  • Supervision:
    No direct reports.
Conditions of Employment
  • Pre‑employment Criminal Background Check (required for new hires).
  • Must be able to comply with all applicable regulations to obtain a Common Access Card (CAC), including completion of NACI/SF85 and passing a federal background check.
  • Eligible to work in the United States by the proposed start date; no visa sponsorship is provided by CEMML.
  • No foreign nationals shall be employed without prior approval of the Government.
Minimum Qualifications
  • BS/BA degree from an accredited college or university in a relevant field (e.g., geography, cartography, Geographic Information Science, environmental science, etc.).
  • At least three years of work experience in a relevant field.
Preferred Qualifications
  • MS/MA degree from an accredited college or university in a relevant field (e.g., geography, cartography, Geographic Information Science, environmental science, etc.).
  • Experience with creating and distributing informational products.
  • Experience providing subject matter expertise to an ACOM, ASCC, and/or a Direct Reporting Unit (DRU) with RCMP‑T related tasks as demonstrated in past performance.
  • Experience working on public lands with multiple land‑management and regulatory agencies.
  • Demonstrated work experience with land rehabilitation and maintenance.
  • Experience operating All‑Terrain Vehicles and light to heavy equipment.
