The Air Force Civilian Service (AFCS) is looking for a Full-Time Management and Program Analyst (GG-0343-14) to work as the Intelligence, Surveillance and Reconnaissance (ISR) Plans Branch Chief at Headquarters Air Combat Command (HQ ACC), Directorate of Intelligence (A2), Joint Base (JB) Langley - Eustis, Hampton, Virginia.
Moving expenses may be paid.
Salary: $127,646 -- $165,945 per year based on experience.
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD which sets forth Air Force policies and procedures for DCIPS.
This position is in the Excepted Service. The employee must sign an Air Force-wide mobility agreement.
In this position, you will serve as a strategic-minded leader with a passion for shaping the future of United States Air Force (USAF) global ISR. The ISR Plans Branch Chief leads a team of military, civilian, and contractor personnel performing high-impact ISR mission analysis for Air Combat Command. This leadership role drives development of the ISR capability roadmap and identifies future modernization needs for the Air Force ISR capability portfolio to ensure airmen continue to possess cutting-edge intelligence capabilities needed to fight and win.
In this role, you will translate complex defense requirements into cohesive plans and work closely with top-level stakeholders to identify and align resourcing to pressing Air Force capability gaps.

- Must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI).
- Resource Planning:
Knowledge of the full range of planning, programming, budgeting and execution principles and techniques from an Air Force and/or Major Command (MAJCOM) level. - Command Structures:
Expert knowledge of ISR Weapons Systems Teams, System Program Offices (SPOs) and MAJCOM staffs. - Database Proficiency:
Expert knowledge of Enhanced Tradespace Tool and the Resource Allocation Plan databases for AF Plan development. - Tactical Expertise:
Expertise with ISR functions, platforms and capabilities at the operational and tactical level. - Leadership & Safety:
Ability to plan, organize, and direct the branch functions while maintaining a knowledge of safety and security regulations, practices and procedures.
- Active Top-Secret clearance
- Experience navigating the defense resourcing lifecycle using Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM).
