Position: Senior Sensor-to-Shooter (StS) Program SME

Senior Sensor-to-Shooter (StS) Program SME – Joint Base Langley‑Eustis, Hampton, VA

Leidos seeks a driven Senior Sensor-to‑Shooter (StS) Program SME to support the ACC A22 Tradecraft Division. The incumbent will provide analytic, operational, technical, and planning support to ACC and subordinate units to modernize the ISR Enterprise, including capability‑based planning, documentation of needs/gaps, and recommended solutions. The role requires an active TS/SCI clearance.

Primary Responsibilities
  • Provide leadership and direction to ensure timely completion of taskers, responses to information requests, data call generation, document reviews, and acquisition reporting.
  • Oversee and review tasker responses to verify programmatic and technical accuracy.
  • Provide continuity, streamline activities, foster collaboration across teams, and maintain consistent communication with leadership and supporting SPOs.
  • Assist with the management of developing and sustaining tools (WATCHBOX, CHATSURFER, SNAPGLASS, TURBO, KATANA, INTELBOOK, COGNOS) for sensor‑to‑shooter and dynamic targeting of mobile targets at speed and scale.
  • Articulate measurable metrics focusing on investment impacts, progress against schedule, and how efforts contribute to improvements in the kill chain; and set up straightforward reporting methods that communicate these metrics to key stakeholders.
  • Incorporate feedback mechanisms within the architecture, so engineers and stakeholders can see the broader system of systems, enabling more informed decision‑making about interoperability and integration.
  • Serve as the connective tissue between subject matter experts, engineering teams, supporting SPOs, users, and senior leadership, creating a single point of accountability for requirements, schedule, and progress metrics.
  • Perform executive‑level analysis and assessments in applying advanced principles, theories, and concepts to a wide range of work in the areas of planning, deployment, operation, and enhancement of advanced technology for the ACC ISR Enterprise.
  • Support complex problems and provide solutions that are innovative to establish new theories and practices, leading to new and creative technical solutions to problems.
  • Review and analyze the organizational structure, relations, systems, and processes across the enterprise to improve ISR capabilities through technology, TTP development/modifications, and investments.
  • Assist the Government with drafting supporting documents for the development, Planning, Programming, Budgeting, and Execution System (PPBES) to support the advocacy of the identified materiel and non‑materiel solutions.
  • Assist with the Air Force budget process to include POM (involving manpower, resources, and dollars).
  • Coordinate and ensure execution of senior staff visits in accordance with established workflows, ensuring all required documentation is completed accurately and on‑time.
  • Participate in, and support, as required, sensor‑to‑shooter tradecraft meetings and conferences.
Required Qualifications
  • Bachelor’s degree with 15 years of experience or Master’s degree with 10 years of relevant experience (additional experience may be considered in lieu of a degree).
  • Current DoD Top Secret/SCI clearance (TS/SCI eligibility accepted).
  • Previous Air Force ISR experience.
  • Excellent communication, presentation, analytic, and problem‑solving skills.
  • Familiarity with Air Force Sensor-to‑Shooter, Dynamic Targeting, and Kill‑Chain processes, tools, and tradecraft.
  • Experience in requirements management, implementation, metrics development, tracking, and delivering outcomes.
  • Ability to define problems, supervise studies, lead surveys, collect and analyze data to provide advice and recommend solutions.
  • Capability to provide strategic advice, technical guidance, and expertise to Defense planners.
  • May require up to 10% travel.
