Position Overview

Certified Strength and Conditioning Coach (CSCS) – JB Langley‑Eustis AFB, Reef Systems, Hampton, VA.

Introduction

The Human Performance Optimization (HPO) mission is to build and implement a holistic HP approach to address the increased stresses on operators and aircrew members. The program aims to increase the physical and mental capacity of AFSPECWAR operators and aircrew members over their careers, decrease the rate of injuries, accelerate return‑to‑duty times, and ultimately sustain and multiply combat power.

Qualifications
  • Experience: 5+ years full‑time experience as a Strength & Conditioning Specialist in collegiate, professional, tactical athletics, aerospace industry, test pilot/astronaut, or similar high‑performance environment.
  • Education: Master’s degree or higher in Human Performance, Kinesiology, Exercise Science, or a related field.
  • Certifications: National Strength and Conditioning Association Certified Strength and Conditioning Specialist (CSCS) or Collegiate Strength and Conditioning Association (CSCCa) and Strength and Conditioning Coach Certified (SCCC). Current CPR and AED training required.

    Qualifications:

    Ability to demonstrate prescribed exercises, hike over rough terrain, function in austere environments, lift and manipulate loads up to 55 pounds.
Responsibilities
  • Establish and administer effective strength and conditioning protocols that integrate human performance capabilities to maximize and enhance duty performance and fitness.
  • Screen, optimize performance, and prevent injuries for AFSPECWAR operators, GA, HH‑60, and HC‑130J aircrew.
  • Coordinate individualized exercise programs to ensure safe and expeditious return to training for individuals recovering from injury.
  • Design and implement physical training programs that focus on functional movement, energy system development, strength training, and power development.
  • Understand operator scheduling and training cycles to design and monitor programs for TDY or deployed personnel.
  • Perform routine performance testing including Occupational Specific Physical Fitness Assessments (OSPFA) or other required tests for specialized training.
  • Provide instruction, guidance, and education on physical conditioning and injury prevention.
  • Collaborate with interdisciplinary team members to ensure holistic human performance optimization.
  • Assist with management of physical conditioning supply inventories and provide input on equipment needs.
  • Ensure equipment and facilities are properly organized, inspected, and in safe working condition; report unserviceable equipment.
  • Provide routine fitness reports to the appointed commander and maintain professional relationships with medical support staff.
  • Refer personnel with new or undiagnosed medical conditions for medical evaluation and treatment.
  • Attend weekly staff meetings with squadron commander to review and evaluate training programs and identify improvement opportunities.
  • Prepare and submit data to Monthly Staff Reports (MSR) informing leadership about readiness issues.
  • Maintain records of workload and document patient encounters using mandated government systems.
  • Advise the government on layout of the human performance facility and assist in developing SOPs, guidelines, and protocols.
  • Complete in‑processing assessment for all newly assigned personnel and provide Human Performance Measures of Effectiveness (MOE) trending metrics.
  • Perform any other duties assigned by the contractor or government as required.
Schedule

Monday – Friday, 8 hours per day. Contractor may be required to work beyond duty hours to support specific tasks. Schedule may need to be flexible but will not exceed 40 hours per week.

Period of Performance

The contract will run for five years.

U.S. Citizenship

Employee must be a U.S. citizen. Possession of a permanent resident card does not equate to citizenship.

Security

All contractor personnel require a minimum Tier 1 background check (T1/SF85). This is a mandatory requirement for positions requiring access to the internet or restricted areas. All documentation required for security certification is the responsibility of the contractor.
